CITY OF SEWARD, ALASKA
ORDINANCE NO. 637
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING CITY CODE PROVISIONS
GOVERNING LICENSING AND FEES FOR DOG KENNELS AND TAGS
THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS
that:
Section 1. Title 9 of the Seward City Code is hereby amended
in accordance with the provisions set forth in Attachment "A" which
is incorporated herein by reference.
Section 2. This ordinance shall take effect ten (10) days
following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,

ORDINANCE 637
Changes affecting city code, Title 9, Health and Safety
Section 1. Article 1, General Provisions; Section 9.05.110; Definitions is hereby
amended to read:
License Year. A license year shall commence on January 1 and end on
December 31 of each year.
Section 2. Article 2, Dogs; Section 9.05.210 is hereby amended to read:
Licenses required. No owner or harborer of any dog over four months of age shall
fail or neglect or refuse to obtain a license for such dog and no person, group of people,
corporation or business entity shall own, operate or have a Commercial, Fancier's or Dog
Musher's kennel without first obtaining a license therefore as herein provided.
Section 3. Article 2, Dogs; Section 9.05.212 is hereby amended to read:
License fee--doqs. A. There is hereby levied an annual license fee of five dollars
($5.00) per year for each neutered male or spayed female dog and ten dollars ($10.00)
per year for each unneutered male or unspayed female dog. The license fee shall be due
and payable on the first day of January of each year.
B. Any person who fails or neglects to pay the license fee on or before the first
day of February of each year, as the license fee becomes due, shall be deemed
delinquent under the foregoing provision and shall pay an additional five dollars ($5.00)
penalty in addition to the prescribed fee for the license.
C. Any person who comes into ownership or commences to harbor a dog within
the city after the first day of January of each year shall, within thirty days after such time,
obtain a license as provided in this section at the full year rate stated above.
Section 4. Article 2, Dogs; Section 9.05.214 is hereby amended to read:
License fee--kennels. A. Any person, group of people, corporation or business
entity, except kennels kept for veterinary care in this city, shall pay for the privilege of
operating a kennel, pending compliance with zoning and animal welfare criteria, an annual
license for such kennel as follows:
1. for any kennel containing six (6) dogs or less, the sum of fifty dollars ($50.00)
per year;

2. for any kennel containing seven (7) to ten (10) dogs, the sum of one hundred
dollars ($100.00) per year;
3. for any kennel containing more than ten (10) dogs, the sum of one hundred fifty
dollars ($150.00) per year;
4. in addition, each dog over four months of age in the kennel shall be required
to have a dog license as provided in this section.
Section 5. Article 2, Dogs; Section 9.05.220 is hereby amended to read:
Wearing of license taa reauired. No person owning, harboring or having charge
or control of any dog shall keep, maintain, or allow such dog to be within the city unless
there be attached to such dog a collar or harness to which the license tag for the then
current year shall be affixed. The collar or harness and license tag shall be worn by the
dog on a constant basis when the dog is on other than the owner's private property.
Section 6. Article 2, Dogs; Section 9.05.224 is hereby amended to read:
Removal of license tag prohibited: counterfeitina of taa prohibited. A. No person,
other than the owner, shall remove from any dog any license tag attached to such dog
under the provisions of this chapter;
B. No person shall counterfeit or attempt to counterfeit a dog license tag; receipt
for payment for license or certificate of vaccination, or place a dog tag upon a dog unless
the tag was specifically issued for that particular dog.
