ORDINANCE NO. 655 (Substitute)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, RELATING TO THE
APPOINTMENT OF COMMUNITY HOSPITAL BOARD MEMBERS
AND PROVIDING FOR COUNCIL REPRESENTATION ON
THE COMMUNITY HOSPITAL BOARD
WHEREAS, the Seward Community Hospital Board was created by
the enactment of Ordinance No. 552 on December 23, 1985; and
WHEREAS, the City Council recognizes the continued importance
of the Community Hospital Board in management of the Seward General
Hospital; and
WHEREAS, representation of differing geographic, economic and
social segments of the population served by the Seward General
Hospital is essential for the continued performance of the hospital
board's functions; and
WHEREAS, the hospital board can provide valuable input to the
City Council in the appointment process of board members by
reviewing applicant's qualifications and the needs of the board;
and
WHEREAS, the City Council wishes to retain its right to
appoint hospital board members after consultation with the board
and to provide the broadest possible Council participation in that
process; and
WHEREAS, since creation of the board, the Mayor has appointed
a member of the Council to serve as liaison between the Hospital
Board and the City Council; and
WHEREAS, it is the intent of the City Council that the Council
representative to the Hospital Board hold all privileges of Board
membership with the exception of voting;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Code ~ 2.30.110 A. is amended to read
as follows:
A. There is hereby created a Community Hospi-
tal Board consisting of seven residents of the
city of Seward or the East Peninsula road
service area who shall be appointed by the
City Council from those citizens who have
applied to the city clerk for appointment.

Applications shall be reviewed by the hospital
board and non-binding recommendations to the
council may be made by the board. No employee
or officer of the city whose terms and condi-
tions of employment are established by the
Community Hospital Board may serve as a member
of that board.
Section 2. Seward City Code ~ 2.30.111 B. is amended to read
as follows:
B. The City Council, after consultation with
the Community Hospital Board, may appoint any
qualified person who has applied for appoint-
ment to fill a vacancy of any member of the
board; provided, that the appointment shall be
for the unexpired term of the vacancy.
Section 3. A new Subsection D. of ~ 2.30.110 of the Seward
City Code is hereby created to read as follows:
D. In October of each year, the Mayor shall
appoint a member of the City Council to serve
as the Council's representative to the Commu-
nity Hospital Board. The Council representa-
tive shall have all of the privileges of a
regular member of the board except the right
to vote and shall attend all regular and
special meetings of the board including exec-
utive sessions.
Section 4. This ordinance shall take effect ten (10) days
following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
this 26th day of August, 1991.
