ORDINANCE NO.658
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, CREATING A HOSPITAL
DEPARTMENT AND AMENDING PORTIONS OF CHAPTER 2.30
DEALING WITH THE COMMUNITY HOSPITAL BOARD
WHEREAS, the city of Seward was requested by the Seward General Hospital
Association to assume a greater responsibility for the operation of the Seward General
Hospital; and
WHEREAS, in 1986 the voters of the city of Seward adopted an amendment to the
City Charter relating to the supervision of City employees by persons other than the City
Manager of the City; and
WHEREAS, the operating assets and liabilities of the Seward General Hospital
have been transferred to the City of Seward; and
WHEREAS, the purpose underlying the transfer of the hospital to the city of
Seward was an interest in the continuation of vital health services to the community; and
WHEREAS, the Seward General Hospital, without substantial financial assistance
from the city of Seward would be unable to continue in operation; and
WHEREAS, the city of Seward has continuously provided substantial financial
support to the operation of the Seward General Hospital; and
WHEREAS, the City Council of the city of Seward wishes to exercise more direct
control over the operation of the hospital;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. The following provisions are added to the city of Seward
Ordinances:
2.25.140 Hospital Department--established. There is established the city
hospital department. The principal officer shall be the Hospital Administrator, who
shall fulfill the duties and have the responsibilities as set forth in the employee's job
description and who shall be subject to the direction and supervision of the City
Manager.
2.25.145 Hospital Department--powers and duties. The Hospital
department shall:

1. Implement hospital programs and budgets for the city;
2. Employ, promote, discharge and direct employees;
3. Operate and manage hospital facilities and programs for the city;
4. Perfonn such other duties as may be requested by the City Manager.
Section 2. Subsection (2) and (3) of Section 2.30.115 are hereby repealed and
the remaining subsections are renumbered.
Section 3. Sections 2.30.120, 2.30.125, 2.30.130, 2.30.135, and 2.30.140 are hereby
repealed and the remaining sections are renumbered.
Section 4. This ordinance shall take effect ten (10) days following its
enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
this 27th day of January, 1992.
