CITY OF SEWARD, ALASKA
ORDINANCE NO. 92-03
AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE OPENING OF THE SEWARD
FISHERIES EMPLOYEE CAMPGROUND EFFECTIVE FEBRUARY I, 1992
WHEREAS, SCC ~ 8.15.610 sets the period of operation for employee campgrounds
at no more than 150 days per calendar year, between April 15 and September 30; and
WHEREAS, the seasonal operation times were based upon the traditional salmon
production season; and
WHEREAS, because of new markets, Seward Fisheries has already begun its 1992
production year with the processing of an anticipated six million pounds of Pacific Cod
being brought in by local fishing vessels; and
WHEREAS, Seward Fisheries anticipates a work force of between 125-130 people
for this production period; and
WHEREAS, most of these employees are transient people who, because of wages
and their temporary positions, are unable to acquire housing in the traditional housing
market; and
WHEREAS, Seward Fisheries provides employee housing in their crew bunkhouse
which will be opened by February 20th; and
WHEREAS, additional affordable employee housing can be accommodated within
the camper portion of the Seward Fisheries employee campground; and
WHEREAS, Seward Fisheries needs to open a portion of its employee campground
earlier than allowed by the city code;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. An emergency is declared to exist with regard to affordable housing of
temporary/transient employees in association with the production of pacific cod prior to
the normally authorized employee campground opening date of April 15.
Section 2. The Seward Fisheries employee campground may be opened
effective February I, 1992.

Section 3. This ordinance shall take effect immediately upon enactment.

this 10th day of February, 1992.
