CITY OF SEWARD, ALASKA
ORDINANCE NO. 93-20
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE
SECTION 2.30.110,PROHIBITING FAMILY MEMBERS
OF HOSPITAL EMPLOYEES FROM SERVING ON THE
COMMUNITY HOSPITAL BOARD
WHEREAS, Section 2.30.120 of the Seward City Code states that the Hospital
Board "appoints, compensates and otherwise controls" hospital employees; and
WHEREAS, the Hospital Employee Handbook prohibits family members from
being in a position to supervise, audit or be in a conflict settlement authority position
with one another; and
WHEREAS, this would appear to prohibit family members of hospital employees
from serving on the Community Hospital Board; and
WHEREAS, it is the desire of the City Council to clarify this position to avoid
future misunderstandings or confusion;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. Section 2.30.110 of the Seward City Code is hereby amended to read
as follows:
Article 1. Community Hospital Board
2.30.110 Established.
A. There is hereby created a community hospital board consisting of seven
residents of the City of Seward or the East Peninsula road service area who shall
be appointed by the city council from those citizens who have applied to the city
clerk for appointment. Applications shall be reviewed by the hospital board and
non-binding recommendations to the council may be made by the board. No
employee or officer of the city whose terms and conditions of employment are
established by the community hospital board may serve as a member of that board.
No family member of an employee of the hospital may serve as a member of the
board. For purposes of this section, family member is defined as spouse, parent,
brother, sister, son, daughter, or any person residing in the same household as the
hospital employee.

B. In order to assure the continued support and involvement of the Seward
General Hospital Association in supporting the operation of city hospital facilities
and, further, to assist the mayor in selecting qualified nominees, the mayor may
request that the Seward General Hospital Association recommend persons for
appointment to the community hospital board.
C. A chainnan of the board shall be selected annually from and by the
appointed members.
D. In October of each year, the mayor shall appoint a member of the city
council to serve as the council's representative to the community hospital board.
The council representative shall have all of the privileges of a regular member of the
board except the right to vote and shall attend all regular and special meetings of
the board including executive sessions.
Section 2. This ordinance shall take effect ten (10) days following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
14th day of June, 1993.
