CITY OF SEWARD, ALASKA
ORDINANCE NO. 94-49
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING THE SEWARD CITY
CODE TO PROVIDE FOR A CITY CLERK DEPARTMENT
WHEREAS, On October 4, 1994, the voters of the City of Seward, Alaska, approved a
proposition which provided for the creation of a City Clerk Department; and
WHEREAS, the City Council wishes to amend the City Code to conform to the City
Charter;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. Seward City Code 9 2.20.035.1. is repealed and reenacted to read as follows:

perfo.rm the duties o.f his o.ffice under autho.rity o.f and shall be acco.untable to. the
co.uncil. He shall supervise and coo.rdinate the wo.rk o.f the administrative o.fficers
and departments o.f the city, except the city atto.rney, city clerk and city clerk
department, and he shall act as co.o.rdinato.r between these o.fficers and o.ther
administrative o.fficers.
Section 2. Seward City Code 9 2.20.045. is repealed and reenacted to read as follows:
2.20.045 Citv clerk.
The po.sitio.n o.f city clerk is hereby established and the individual appo.inted
by co.uncil shall have the fo.llo.wing duties:
J. He shall be the clerk o.fthe co.uncil, shall attend all meetings o.fthe
co.uncil and shall keep a reco.rd o.f its proceedings.
2. He shall keep all o.rdinances, reso.lutio.ns, co.ntracts and agreements
o.f the city and authenticate such reco.rds as shall be necessary.
3. He shall publish o.rdinances, reso.lutio.ns and o.ther legal no.tices as
required.
4. He shall administer all city electio.ns and maintain related reco.rds.
5. He shall keep info.rmed o.f all matters pending befo.re the co.uncil
and o.ther bo.dies as co.uncil may require.
6. He shall keep and maintain appro.priate files and reco.rds fo.r the
acco.mplishment o.f his duties.

7. He shall attest to the city manager's signature on all contracts,
except as otherwise provided herein, as approved by the council.
8. He shall administer all oaths required by law.
9. He shall be custodian of the city seal and the official records of the
city.
10. He shall have the power to appoint deputies, if needed, provided
that the appointment of all deputies shall be approved by a majority vote of the
council.
11. He shall supervise the city clerk department and shall be responsi-
ble for the employment of all employees in the city clerk department subject to the
limitations set forth in subsection 10., above.
12. He shall perform the duties set forth in the charter.
13. He shall perform such other duties as may be required of him by
law or the city council.
Section 3. Seward City Code S 2.25.150 is enacted to read as follows:
2.25.150 Citv Clerk Devartment - Established.
There is established the City of Seward city clerk department. The
principal officer shall be the city clerk who shall fulfill the duties and have the
responsibilities as set forth in Section 2.20.045 of this code and who shall be
subject to the direction and supervision of the city council.
Section 4. Seward City Code S 2.25.155 is enacted to read as follows:
2.25.155 Citv Clerk Devartment - Powers and Duties.
The city clerk department shall perform the duties of the city clerk set forth
in Section 2.25.045 of this code.
Section 5. This ordinance shall take effect ten (10) days following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
9th day of January, 1995.
