ORDINANCE NO: 404
A SPECIAL ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, DECLARING AN
EMERGENCY AND PROVIDING FOR THE ESTABLISH-
MENT OF A BICENTENNIAL PLANNING AND COORD-
INATING COMMISSION.
WHEREAS, it is in the public interest of the City of
Seward to establish a Bicentennial Planning and Coordinating
Commission and,
WHEREAS, an emergency situation exists in that this
requires immediate approval by the City Council.
THEREFORE, THE CITY OF SEWARD ORDAINS:
SECTION 1. Preamble: There is hereby created a bicentennial
planning and coordinating commission. There shall be twelve (12) persons
on the commission. Ten (10) members shall be appointed by the Mayor of
Seward with the approval of City Council. The City Manager and City Mayor
shall be ex-officio members of the Commission. Persons selected to serve
on the Commission shall be chosen so as to select citizens representing
all elements of the community, such as, but not limited to, civic organ-
izations, service clubs, the Chamber of Commerce, youth groups, ethnic units,
educational instrumentalities, etc. A quorum shall consist of seven (7)
members of the Commission. Commission members will serve until December 31,
1976. A vacancy shall be filled in the same manner as an original appoint-
ment.
SECTION 2. POWERS AND DUTIES:
The Commission shall have the duties and be empowered to:
A. Assist the Seward Community in becoming a Bicentennial Community by
being a planning and coordinating group seeking innovative methods of:
(1) determining community priorities;
(2) increasing the community rate of progress;
(3) encouraging cooperation in problem solving; and
(4) broadening community participation in community activities.
B. Recommend to the City Council programs and activities which the
Commission concludes will (1) enhance the objectives of Section A;
and (2) assist in the celebration of the Two Hundred Year Anniversary
of the United States.
C. Requiring that a Commission member be a City of Seward resident not be
applicable, but that any Seward Commission member's Bicentennial duties
be subject to Council approval.
D. The Commission shall, be directly responsible to and act in an
advisory capacity to the Mayor and City Council and be informative
to the City Manager.
E. Make recommendations to the City Council for:
(1) The Community Center Building;
(2) City Parks, open spaces;
(3) A bandstand for the community;
(4) Fine arts, historical in nature of objects or buildings etc.
for the benefit of the community.
F. Recommend and advise the City Council as to matters concerning the
investment of City funds for projects.
G. Act in an advisory capacity to the City Council in matters of parks
and recreation policies, i.e.:
(1) Development of parks, open spaces;
(2) Recreation program administered by the City;
(3) To promote and develop feasible projects that will further
develop parks, open spaces, etc.
(4) Determine public requirements and financial capacity of the
City to support such projects.
H. At the direction of the City Council, cooperate with other boards and
commissioners and the Borough planning commission to promote plans and
programs aesthetically compatible with policies and prgrams of the
Seward Commission.
I. Develop a campaign to raise funds to be used for coordination, superVlSlon,
and celebration of the Anniversary, which funds will be deposited with
the City for disbursement according to established City budgeting and
purchasing procedures.
J. Review and make appropriate recommendations for budget, and disbursement
of funds in accordance with City budgeting and purchasing procedures.
K. Perform such other duties as the Council may refer to it from time to time.
SECTION 3. GENERAL PROVISIONS:
A. A vacancy shall occur on the failure of a member:
(1) to attend three consecutive regular and special meetings without
excuse;
(2) to attend a majority of regular and special meetings during a
calendar year from the time of appointment;
(3) a member intending to be absent at a regular meeting shall
request to be excused in advance.
B. A majority of board members shall be a quorum for the transaction of
business.
C. The board shall hold regular meetings at a time set by the Chairman.
A meeting need not be held if no business is pending. Meetings shall
be open to the public, except for a closed or executive session from
which the public may be excluded. A showing of the time and date and
place of meetings shall be posted on the City Hall bulletin board.
Special meetings may be called by the Mayor or Chairman.
D. Robert's Rules of Order shall be applicable and govern the meetings.
E. There shall be a place on the agenda for public discussion at each
meeting.
F. The board shall keep minutes of the Commission proceedings and such
minutes shall record the vote of each member upon every question. The
minutes shall be filed with the City Manager and shall be a public record,
open to inspection by any person.
G. The City Manager and the City Mayor shall be ex-officio members of the
Seward Commission. The City Manager may appoint a representative in
his place to furnish the Commission with technical advice and information.
H. The Commission may adopt By~Laws consistent with the provisions of this
Ordinance.
SECTION 4. This ordinance takes effect immediately upon passage
and approval.
PASSED AND APPROVED by the City Council of the City of Seward,
Alaska, this 11th day of February 1975.
FIRST READING: Passed and approved February 11, 1975, as an emergency
in accord with Section 2-80 of the Seward Code of Ordinances.
