AN ORDINANCE CALLING AN ELB::TION PURaJANT TO ACTS OF CXlNGRESS TO INCUR
4 AN INDEBl'EDNESS AND TO ENTER INTO PROJECT CONSTRUCTION WITH 'lliE ALASKA PUBLIC WORJ:S,
AN AGENCY OF THE DEPARTMENT OF 'lliE INTERIOR, FOR THE PURPOSE OF CONSTRUCTING A
5 MUNICIPAL HOSPITAL, SAID PROJECT 'ID CCBT THE TOWN OF SlM~RE THAN 1400,000.
6 BE IT ORDAINED by the Council of the Town of Seward, Alas1:lal
7 Section 10 Election. That an election be held on the 20th day
~f January. 1953, for the purpose of determining whether or not the Town of
8 Seward, shall enter into anaqreem.ent to purchase fram the United States a project
pursuant to applicable Acts of Congre.s and to pay therefor a purchase prioe a.
9 hereinafter described, and to incur indebtedness and to pay interest thereon at
the rate of 21. per annum, and to issue general obligation bonds with interest at
10 Z"!. per annum, payable semi.annually, and to levy taxes and to perform the obliga-
tions assumed under the said agreement of purchase, for the purpose of ultimately
11 constructing and owning a municipal hospital, together with the necessary
appurtenances.

Section 2. FOrm< of Proposi Hon.. That at said election the follow-
13 il'llJ proposition be sul:mi. tted to the qualified electors, as hereinafter defined,
of the Town of Seward:

Proposition.h Shall the Town of Seward, Alaska. incur
indebtedness in a sum not to exceed Four Hundred Thousand Dollars
($400,000) for the purpose of acquiring a municipal hospital, to-
gether with the necessary equipment therefor, of a permanent nature
to be oonstructed by the United states of America and sold to the
Town of Seward, Alaska, at a price not in excess of Four Hundred
Thousand Dollars (1400,000), said indebtedness to bear interest at
2'1. per annum, to be eTidenoed by a Proj eat Construotion and Sales
Aqreement between the Town of Seward, Ala ska and the United states
of America and by general obligation bonds to mature in not to
exceed thirty (30) years, secured by a pledqe of the full faith
and credit of the Town of Seward, Alaska, and to lowy a tax or taxes
suffioient to pay the interest and principal of said bonds when due,
all as provided by Ordinancw No. 223 of the Town of Seward, Alaska,
passed and approved the 151h day of l*Iembe 'r, 1952 , and as5Ulll8 the
obligation to operate and maintain said public work?

23 Section 3. Qualifications for Voters. The qualifications for voters
at said election shall be a. follows:

(a) They must be citizens of the United states,
twenty-one (21) years of age and over.

(b) They IIl1st be actual and bona fide residents of
Alaska and they must haTe been suoh residents continuously during
the entire year immediately preceding the election, and must haTe
been such residents continuously for thirty (30) days next pre-
ceding the election in the Town of Seward, Alaska.
(c) They must be able to read and write the English
language as prescribed and provided in Title 38, Chapter I, Seotion
2, A.C.L.A. 1949, and not barred from Toting by any other prOYhion
of law.

(d) They must have registered at the City Hall, Seward,
Alaska, wi thin the time provided by ordinance prior to the electio~
(e) Their names must appear on the last tax asses8!!lent
roll or records for the purpose % municipal taxation for said town
of Seward, Alaska.
