BE IT ORDAINED by the City Council of the Ci ty of Seward, Alask:.:
ThEt the fellowing street improvem~t district for the purpose or paving
with as~t pavement and the necessary earthwork, installation of drainage
facilities, sidewalks, and other necessary work: in oonnection therewith, is
here~ established:

All and the whole of the area, parcels and tracts of land located in the
Original Townsite of the City of Se~"ardi Alaska, and more p<<rUcularly
described as follows:

Lots 1 and 2, and Lots 37 through 40 of Block 4
Lots 21 through 40 of Block: 8

the Laubner Addition to the Original Townsite of Se\"1ard, Alaska, and more
particularly describad as follows:
Lots 1 through 14 of Block 4
Lots 27 through 40 of Block 5
Lots 21 through 36 of Block 9
Lots 4 through 20 of Block 10
All and the whole of the area, parcels and tracts of land located in
that portion of the Alaska Railroad Tenninal Reserve lying South of Railway
ATenue~ beginning at a point where the West line of Third Avenue intersects
the Southerly boundary line of Railway Avenue, thenoe in a Northeasterly
direction along said Southerly boundary line of Railway Avenue to a point
where the East boundary line of Fifth avenue intersects with the Southerly
boundary line of Railway Avenue, thence North across .aid Railway Avenue
along the East lxmndary line of Fifth Avenue to the Northerly boundary of
Railway Avenue, thence Southwesterly along said Northerly boundary of Rail-
way Avenue to the West boundary line of Third Avenue, thence South across
said Railway Avenue along the West boundary line of Third Avenue to the
point of beginning.

that portion of the Alaska Railroad Tenninal Reserve lying East of the East
boundary line of D street.
All of said descriptions being in accordance wi~\ the official maps and
plats on file in the office of the U. S. Comudssioner at Saward, Alaska.
The street improvements that shall be performed wi thin Street Improve..
ment District No. 1 shall consist of the following,
The hereinafter described area shall be paved with asphaltic pavement,
and the neoessary earthwork installation of drainage facilities, storm sewers,
gutters, sidewalks and other necessary work in conneotion ,d th said paving,
said area being as follows:
Beginning at Third Avenue and Railway Avenue, thence along Railway
Avenue to Fifth Avenue, thence North along Fifth Avenue to 150 feet btyond
the intersection of Fifth Avenue and Adams street; Third Avenue from Rail-
way Avenue to Adams Street; Fourth Avenue from Railway Avenue to Jefferson
street; Washington Street from Third Avenue to Fifth Street: and Adams
Street from Third Jl.venue to the alley between 5th Avenue and 6th Avenue.
The hereinafter described area shall be strip paving with asphaltic
pavement, and the necessary earthwork, installation of drainage facilities,
and other necessary work in connection with said paving, said area being
as follows:
Beginning at the intersection of Third Avenue and Jefferson street on
Third Avenue to the Lagoon Road; and on Fourth Avenue beginning at th8
intersection of Fourth .l\venue and B Street along Fourth Avenue to D Street,
thence West on D Street to Third Avenue.
The hereinafter described area shall be strip paving ~~th asphaltio
pavement, and the necessary earthwork, installation of drainage faoilities,
storm sewera, gutters, sidewalks and other neoessary work in connection wmth
said paving of said area being as follows:
Beginning at Third Avenue and Adams street; thence North to Jefferson
Street; and beginning, at the intersection of Fourth Avenue and Jefferson
street; thence North to the intersection of Fourth A7enue and B street.

said area being as follows:
Beginning at Third Avenue ~nd Jeffersen street, thence East to Fourth
Avenue; and beginning at the intersection of Fourtb Avenue and B street;
thence West to Second Avenue.

The approximate costs of said improvements in this district as hereto-
fore described is Five Hundred Seventy-one Thousand Three Hundred and
no/lOO Dollars ($571~300.00), fifty percent of the cost of which shall be
borne by the Ci ty of Seward, and fifty percent of said cost is to be paid
through the Alaska Public Works, under Project No. !aa 50-A-182, and Two
thirds (2/3) of the cost of said improvem!nt to the City of Seward, shall
be assessed against the owners of the property located therein, in the manner
hereinilfter provided, and One-third (l/3) thereof shall be paid from the
general fund of the City of Seward.
Two-thirds (2/3) of the cost to the City, of the work: to be done, and
the imrpovements to be made, as herein described, in the foregoing described
and designated street improvenent district shall be at the expense of the
OIiners of the lots and lands fronting thereon and adjoining, contiguous~
proxim!l.te and non-contiguous in the improvement district proxim!l.te or
specially benefitted thereby; each lot being separately assessed for the full
debt thereof in proportion to the benefits upon the property thereby
benifitted sufficient to ClOver tlE total eJq:lense of the work. The additional
One-third (l/3) of the cost to the city of the work to be done, and the
improvenents to be made, shall be at the expense of the City of Seward.
The plans for the work and the estimates of the cost of the same in
said improvenent district herein described, and the plat of said irnprovElI1ent
district, with the various lots, tracts and parcels of land that are
included therein and affected thereby, together with a list of said
various tracts, lots and :pl.rcels of land and the estimated cost of said
improvements in said improvement district, herein created, tl~t .Nill be assessed
against each such lot, tract or parcel within said improvement district
herein created, is on file in the office of 1:..11e City Assilssor, City Hall
Seward, Alaska and are open for inspection by anyone desiring to inspect
the saJlle.
Thh ordinance, after Pissage, shall be published at least onllS c. week
for hTO consecutive weeks in a newspaper published wi thin the corporate
limits of the City of Seward, and such publication is hereby designated
as public notice to all persons concerned of the nature, extent and approxinate
cost of the improvements to be made in said improvement district, and the
boundary of the said improvenent district, to which the cost of the improve-
ments of said improve~nt district will be ass~osed. Further notice is
hereby given to all persons and parties ClOneemed that any person ownirg
property affected by said improvement district as herein established, shall
have sixty days from the first publication hereof in which to file their
objections to the work: proposed to be perfonned within the said improvement
district. Five (5) dayw or more after the termination of the sixty (60)
days period from 'and after the first publication of this notice, the work:
proposed to be perforned in said improvement district will commence, unless
objection be filed either severally or by petition by the owners of property
bearing fifty percent (5O"h.) or more of the estimated cost of said improvement
or improvements in the said improvement district.
Ordinance No. 262 is hereby repealed.
Publication hereof shall be made by posting a copy of this ordinance on
the City Hall Bulletin Board for at least ten (10) days following the passageand approval hereof.
PASSED AND APPROVED under suspension of the rules this 4 day of
JUNE 61956, by the Council of the City of Seward, Alaska.
