AN ORDINANCE OF THE CITY OF SEWARD, ALASKA TO PROVIDE FOR :
THE ISSUANCE AND SALE OF NEGOTIABLE INTEREST-BEARING GENERAli
OBLIGATION BONDS OF THE CITY OF SEWARD, IN THE SUM OF SEVENTY~

FIVE THOUSAND DOLLARS OR SO MUCH THEREOF AS MAY BE NECESSARY
TO PROVIDE FUNDS FOR THE CITY'S SHARE OF THE COST OF CONSTRUCU'-
ING A COMBINATION ARMORY AND GYMNASIUM ADJACENT TO THE SEWAjRD
HIGH SCHOOL, IN OONJUNCTION WITH THE ALASKA NATIONAL GUAHD; I
SAID BONDS TO BE SUPPORTED AND SECURED BY A PLEDGE OF THE
GENERAL REVENUES OF THE CITY OF SEWARD AND TO BE RETIRED
FROM THE SAID CITY'S SHARE OF THE TERRITORIAL TOBACCO TAX
FUNDS.

BE IT ORDAINED by the Common Council of the City of Seward,
as follows:

SECTION 1. Pursuant to the Acts of Congress approved May 28,1936,
Chap. 467, 49 Stat. 1388-1389; and on June 14, 1937, Chap. 337, 50 Stat.
258, whereby municipal corporations in Alaska are authorized to construct,
improve, extend, better, repair, reconstruct or acquire public works of a
,permanent character and to incur bonded indebtedness and issue negotiable
bonds for any or all of such purposes, an election is hereby called to be held
in the City of Seward on the date of the General Election, to-wit: on the 2nd
day of October, 1956 at the same time and place that said General Election is
II held, under the provisions of said Acts and pursuant to the laws of the Terri-
tory of Alaska and the ordinances of the City of Seward, Alaska.

SECTION 2. There shall be submitted to the qualified voters of said
City authorized to vote at said election the following proposition:
Shall the City of Seward for the purpose of participating in the
construction of a combination armory and gymnasium adjacent to
the Seward High School in conjunction with the Alaska National
Guard, issue negotiable interest-bearing general obligation bonds
secured by a pledge of the general revenues of the City of Seward
and to be retired from the said City's share of the Territorial
tobacco tax funds, such bonds to be issued by subsequent ordin-
ance or resolution of the Common Council of the City of Seward,
upon such terms and conditions as may be ordained by the said
Common Council and upon an interest rate not exceeding four & one-half
per centum and to mature over a period not exceeding ten (10)
years; the City of Seward to be authorized to issue such bonds in
the total amount of Seventy-five Thousand ($75, 000.00) Dollars
or so much of such sum as may be necessary to provide funds
for the above stated purpose as may be deemed necessary by the
Common Council of the City of Seward, Alaska.
I SECTION 3. All qualified voters of the municipality registered in I

I compliance with the ordinances of the City of Seward and whose names appear II
on the last tax-assess ment roll or record of such municipality for the pur- I
poses of municipal taxation, shall be qualified to vote at said election. i

SECTION 'l. Polling place for the s aid election shall be at the City Had
of the City of Seward, Alaska and the polls shall be open from 8 a. m. until I

SECTION fi. The City Council hereby appoints the judges and clerks
of the General Election to conduct thi'3 said election at the time and place and
in the manner herein set forth.
SECTION 6. Notice of this election shall be given by posting notices
of the same in three conspicuous places within the corporate limits of the
City of Seward, one of which shall be posted on the bulletin board of the
United States Post Office in the City of Seward. Said notice shall be posted
not less than twenty (20) days prior to saidEiection.
SECTION 7. Said notice shall be included in the notice of the General
Election and shall be substantially in the following form:

Those persons who are citizens of the United States over the age of i
twenty-one years who are bona fide residents of the Territory of Alaska1
and who have been such residents continuously during the entire year I
immediately preceding the election, :and who have been such residents .
continuously for thirty days next preceding the election within the
corporate limits of the City of Seward. who are able to read the
Constitution of the United States in the English language. and to
write the English language, and who are registered and qualified
to vote in accordance with the Ordinances of the City of Seward
governing elections. and whose names appear on the last tax-assess-
ment roll or record of the City of Seward for purposes of municipal !
taxation, shall be qualified to vote at said election. on proposition N04'
If not less than sixty-five (65) per centum of the votes cast on !
said Proposition No. ;~ P shall be in favor thereof, then the
Common Council of the City of Seward shall cause to be issued,
negotiable interest-bearing general obligation bonds of the City of

Seward in such amount as shall be necessary to complete the project,
and such bonds shall be secured by a pledge of the general revenues
of the City of Seward and to be retired from said City's share of the
Territorial Tobacco Tax funds; interest on such bonds not to exceed
four lindone-half pe.r centum.
This notice is given pursuant to the Acts of Congress approved May 28,
1936, Chap. 467. 49 Stat. 1388-1389; June 14, 1937, Chap. 337, 50
Stat. 258 (Section 16-5-2- through 16-5-4, Alaska Compiled Laws
Annotated, 1949).

SECTION 8. The form of the ballot shall consist of the question set
forth in Section 2 of this Ordinance, with the addition of the following:

SECTION 9. All provisions of the laws of the United States of America,
the Territory of Alaska, and the General Ordinances of the City of Seward
regulating elections and the canvass of returns shall govern the election to
be held under the provisions hereof.
SECTION 10. If the above proposition carries at the said election. the
Common Council shall take all steps necessary and proper to issue and sell
said bonds and acquire the additional facilities and equipment to complet e
the program of necessary construction.
SECTION 11. This Ordinance shall be posted on the bulletin board of
the City Hall in Seward, Alaska for a period of not less than twenty (20) days
prior to the date of election.
SECTION 12. This Ordinance shall take effect immediately upon its
