AN i.RDIXANCE DEFINI SIG VAGRA14CY AND I-ARING IT AN ILLEGAL ACT,
AND REPEALING SECTitN 5.100(h) iF THE SEWARD GENERAL CVDE.
THE CITY iF SEWARD, ALASKA, uRDAINS:
That Section 5.100(ii) of the Seward General Code be repealed,
and the following paragraph, to be henceforth designated as
Section 5.100(h) of the Seward General Code, be enacted:
(1i) Be a vagrant; every able-bodied person wino, not naving
visible r,,eans to iLaintaia himself, lives idly without employrr:ent,
who is found loitering or rambling about tile streets, depots,
alleys, terminals, or other public places, or lodging in cars,
groceries, outhouses, sheds, stables, in the open air, or other
places other titan such as are kept for lodging purposes without
the permission of the owner or party entitled to possession
thereof, not giving a good account of himself and every person
found in public places begging, and every lewd and dissolute
person who lives in or about houses of ill faute and every common
prostitute and every person who shall conduct himself in a
violent, riotous or disorderly manner, or uses any abusive langu-
age in any street, alley, house or place whereby the peace or
quiet of the neighborhood or the vicinity may be disturbed, shall
be deemed guilty of vagrancy and shall be punished as provided in
Section 8 of this Code.
Publication of this ordinance shall be by posting a copy

hereof on the City Hall bulletin board for a period of ten days
following its passage and aprproval.
An emergency is hereby declared to exist and the rules governing
the passage of ordinances are hereby suspended and this Ordinance is
hereby given immediate effect upon its passage and approval.
Passed and approved by the Council of the City of Seward, Alaska,
this 6th day of January, 1961.
