RESOLUTION NO. 98-149
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ESTABLISHING PROJECTS AND PRIORITIES FOR THE 1999
STATE LEGISLATIVE PROGRAM
WHEREAS, annually the City compiles a list of projects or issues that are identified as top
legislative priorities; and
WHEREAS, the list of projects is compiled into a package that is then distributed to the
Governor's Office, our legislators, the Kenai Peninsula, and our lobbyist; and
WHEREAS, this prioritized list and package validates the projects, and greatly focuses the
efforts of the Administration in our lobbying effort; and
WHEREAS, all the projects on this list are consistent with the City's Comprehensive and
Strategic Plans; and
WHEREAS, following a work session held by the City Council on December 8, 1998, it was
determined that the following projects are the City's priorities for the upcoming legislative session:
Flood Mitigation
1. North Forest Acres Road/Levee ($3.0 million)
2. Funding for highway and railroad bridge ($1.5 million) expansions
3. Lowell Creek long- and short-term ($1.0 million) solutions
Economic Development
1. Funding for A VTEC housing
2. Support for the Capital Matching Grant Program
3. Track the Community Development Program
4. Support for Spring Creek Correctional Facility expansion
Harbor
1. East Harbor construction funds ($5 million)
2. Marine Motor Fuel Tax Allocation
Department of Transportation
1. Port Avenue Reconstruction ($1 million)
2. Alaska Marine Highway funding as part of the Alaska Railroad Dock
improvements

3. Relocation ofthe State shop
4. Continued support for the Seward Highway 0-8 upgrades, particularly the bridges
Infrastructure
1. Leak Detection Grant funding
2. Utility extensions to the Airport
3. Alaska Railroad Dock North Access Road
4. Construction of a Courthouse/Public Safety building
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The list of legislative projects is hereby declared to be the official legislative
priority list for the City of Seward for the 1999 legislative session.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14 day
of December, 1998.
