ORDINANCE NO. 163
There shall be a continuing total blackout in the Town
of Seward, on order from the Civilian Defense Council,
from 6 A.M. to 8 A.W. of every day, until changed by
said Council.
On order from the Civilian Defenae Council, a tetal
blackout shall be enfoDced within the City of Seward,
which shall mean that all light, from any source in
Seward shall be instantly and completely extinguished.
All traffic in motion in the Town of Seward, Alaska i
not traveling on a mission of public defense, or neeess-!
ity shall cease traveling imaediately for the duration '
of the total blackout.

On order from the Civilian Defense Council, a restricted:
light program shall be enforced, the purpose of which I
shall be to reduce the visibility of Seward as a military
target during hours of darkness. Restricted light shall I
.ean that ne light shall shine unobstructed and openly
frolll a source in the T0wn of Seward. Interier building
lights may be lit behind drawn shades, or other light
resisting material of sufficient thickness to prevent
all but a glimmer of light comini through to the outside
of the building.

Motor traffic shall not move at a .ate of speed in exces~
of ten miles per hour during a restricted light program i
peri.d. Motor headlights shall be completely covered Wit~
an opaque black, dark HUe or dark red, surface, .xcept I
for an area one inch wid., and three inches leng bel.. I
the center of the headlight lens. Tail lights and other I
lights on vehicles besides headlights shall be cO.P1etelf
covered with an opaque black, dark blue, or dark red I
surface. Flashlights and other out of door lights, than I
mentioned heretofore, shall be covered with an effective!
light resisting material. I

6: Any conduct on the part of any person or persons tending:
to endanger the security of the Town of Seward and/ or !
any of its inhabitants during a total blackout or restri~t4
light program shall be deellled disorderly conduct within Fhl
meaning of Ordinance 146 of the Town of Seward. i

Any person founa guilty of violating any of the foregoin~
sections shall be guilty of a misdemeanour, and subject to
a fine of not le88 than $10.00, nor more than $100.00, srd
to an iaprhonaenti cf not are than 30 days in the City i
Jail. I
