ORDINANCE No. J 1 ~
An Ordinance 0 f the City 0 f Seward calling a special election for the
purpose of submitting to the qualified electors of the City of Seward the
proposition:
(1) ShaD the City 0 f Seward purch",cw from the United States Govern-
ment the Seward Marine Ways and in payment of the purchase price thereof issue
Revenue Bonds in the amoUlit of Forty Thousand Dollars ($40,000.00), said bonds
to be supported and secured only by a pledge of the revenue of said Marine
Ways and the Marine facilities to be acclliired, as authorized by the Act of
Congress pasGed and approved March 6, 1946, Ch. 52, Public Law 312, H.R. 3580,
79th Congress, Second Session.
BE IT ORDEHED by the Common Covncil of the City of Sev,ard, Alaska,
as follows:
SECTI0N I. Pursuant to Act of Congress passed and approved March 6th
1946, Ch.52, and public law 312, H.R. 3580, 79Gh Coneress, Second Session, and
the laws of the Territory of Alaska, and ordinances of the City of Seward,
Alaska, w'nereby municipal corporations in Alaska are pennitted to issue revenue
bonds for the purpose of acquiring public works of permanent character, a spe-
cial et7iO!i is hereby called to be held in the City of Seward, Alaska, on the
~day of Decemb"r, 1947, uIJ.der the provisicns of said act and pursuant
to the laws of the Territory of Alaska, and the ordinances of the City of Sew-
ard, Alaska.

There shall be submitted to the qualifj ed voters of
the said City, authorized to vote, as hereinafter provided, the following propo
sition:

SECTI()[,; III. All persons residing within the corporate limits of th
City of Seward who are citizens of the United States of America, over the age
of 21 years, who are bona fide residenL5 of the Territory of Alaska, and who
have been such residents continuousl,) during the entire year immediately preceed
ing the date of s aid election, and who have been residents within the City 0 f
Seward continuously for thirty (30) da;)Ts next preceeding the date of said

election and who are able to read the Constitution of the United States in
the English language and who are able to wri te the English Language, shal2. be
qualified to vote at said special election. No special registraticlI1 for this
election prior to the d 3. te ther eof shall me required of those qualified to
vote, but the City Clerk of the City of Seward shall make provisions for the
regi,;Lration or voLers who appear at the polls. Persons desiring to vote at
:3iiid election shall siGn, under oath, an affidavit setting forth the oualil'icEl
tions prescribed for voters and shall register in the manner required by gene-
ral ordinance at the time of receiving his or her ballot.
SECTIUN IV._ TDe polling place for the said election shall be at
the City Hall, in the said City of Seward, and the polls shall be open from
8:00 A.M. of the said election day until 7:00 P.M. of said day.

LOHAEG as Clerks to conduct said eleution at the City Hall of Seward Alaska.
SECTIOi-Ly'I.._ Notice of said election shall be given by posting a
written notice thereof on the bulletin board in the City Hal] in said City; the
United StaLes Post Office, and at the Office of the Alaska Railroad Dock in
said City, all of which places are hereby found and declared to be conspicuous
places wi thin the corporate limits of said City. Said notice of election shall
be posted at said designated places no less than

SECTION_YIt. Said notice shall be signed by the Mayor of said Cit~r
and attested by the City Clerk, and shall be in substantially the followine
form:

A special election will be held in the City of Seward, Alaska, on

The pollin8 place wil1 be at the City Hall in the City 0 f Seward,
Alaska, and the polls 1<Iill be open from 8:00 A.H. until 7:00 P.M. of said day.
Those persons who are citizens of the United Stai.es over the "ge of
twenty-one years, who are bonaficle residents of the Territory of Alaska, and
who have been such residents continuollsly during the entire year irmr~edi".tely
preceeding the election and who have been such residents continuously for th:ir-
ty days next preceedili8 the election within the corporate limits of the City of
Seward, who are able to read the Constitution of the United States of America
in English Language, and to write the English language, and who register as
herein required shall be qualified to vote at said election.
No special registratioll for this election prior to the date thereof
shall be required but provisions shall be made for reeiCitration of each voter
a t the time of red~~i ving his or her ballot.
If a majority of the voters voting at s aid special election shall
cast their votes in favor of issuing revenue bonds in the amount of Forty
Thousand Dollars ($LfO,OOO.OO), for the purpose of acquiring from the United
States Government those certain properties known a s the Seward l-larine Ways, and
shall by such vote authorize the issuance of Forty Thousand Dollars ($40,000.00
in revenue bonds of the Cit.y 0 f Se\'rard, then the Council of said City, propose
to issue revenue bonds i" the sum of Forty Thousand Dollars ($40,000.00) secu-
red by the pledging of t.he I' evenues of the said utility and the propertie s
ac'uired.;tntercst upon said bonds shall not exceed 6% per annum in accordance
with the limitations set forth in the Congressjonal Act heceinbefoJ'fc referr"d

SECTIO~ VIII. The form of the ballot shall consist of the statement
of the question set forth in Section II, of this ordinance, with the addition 0
the following:
"For acqulTlng from the United States Government the Seward
Marine Ways and issue Revenue Bonds to pay the purcrase
price thereof as stated above."

SECTION IX. All provisiuns of the 1m,s of the United States of
America, and of the Terri tory of Alaslm, and the general ordinances of the City
of Se',ard, relating to registration of voters, the manner of conducting electio s
and the canvass as otherwise specifically provided herein, govern the electi ,-)n
to be held pursuant her',; to.
SEC'KI()IJ. X.o. If the above proposH:i on c2.rries at the said election
