RESOLUTION 2000-060
A RESOLUTION OF THE CITY COUNCIL OF mE CITY OF
SEWARD, ALASKA, AUTHORIZING THE PURCHASE &
CONSTRUCTION OF, AND APPROPRIATING FUNDS FOR A
CEDAR SPLIT RAIL FENCE IN THE CITY CEMETERY
WHEREAS, The City of Seward and other cemetery owners have diligently been refurbishing
local cemeteries; and
WHEREAS, previous grant funds have been effectively used, however more work is needed;
and
WHEREAS, many volunteer hours have been logged for the benefit of cemetery
improvements; and
WHEREAS, a cedar split rail fence was approved by both City officials and our neighbors,
the Pioneers, but grant funds were diverted to other equally important projects; and
WHEREAS, beautification projects - in this form - are consistent with City plans; and
WHEREAS, Council action is required to appropriate funds for the fence;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. A sum of$3,600 is appropriated from the General Fund fund balance, Account
Number 101-0000-3075-0000, to the Parks & Recreation Department's park maintenance Expense
Account No. 101-141O-5XXX as follows:

Agenda Item: Cedar Split Rail Fence in City Cemetery
BACKGROUND & JUSTIFICATION
The City is now completing the final stages of the State’s Matching Grant for work in the
cemetery. We have surveyed, platted, identified graves, matched names with dates,
improved, cleaned, trimmed and pruned... much of this with many, many volunteer hours
from a variety of sources. The grant total was $14,475, and today the State reports we
have a balance of $1,941.01. During this renewed interest in our historic cemeteries, the
owners of the adjoining cemeteries worked with the City on various projects. All of this new
or rekindled activity led to requests from the private cemetery owners regarding various
projects. When possible, equipment was loaned and improvements were made.
Last March, the City evaluated the scant funds remaining in the grant and reprioritized our
needs. We decided to finish the surveying, build a small dotted-line style, cedar split rail
fence and improve either the “loop road” in the old cemetery or the Aspen Lane extension
road. We budgeted $1,000 per each of these projects. At that time, a letter was sent to the
Pioneers requesting their approval to place the fence, this done since the fence was to
border only the Pioneers cemetery. We received their OK.
About this time individual Councilmembers received requests about water access
improvements to another privately owned cemetery. Research showed that to spend grant
money, we would need the land owner’s official request in writing and a Letter of Non-
Objection. We received this permission from the American Legion. Recent fruitful cemetery
owners’ meetings, though without all parties involved, have brought us before Council once
again to request money for the cedar fence. The current plan is to spend the remaining
grant funds on:
? a waterline to serve Masons, American Legion, Pioneers and the City
? completion of survey (which exceeds the budgeted $1,000)
? D-1 improvements to Aspen Lane extension (if any funds are left from water)
Unfortunately, this reworking of our March ‘00 priorities leaves out the cedar fence. The
fence was about to be purchased when the materials were inspected by City staff and
found to be sub-standard. The City has a desire to complete this project, but a look at the
parks & recreation budget this week reveals no other projects or purchases which can be
deferred in its place. Thus our request.

The proposal is to run approximately 650 feet of attractive, low profile fence on the
property line of the City and Pioneers cemeteries. This may be done in a dotted-line style
to allow walking back and forth from one cemetery to the other. We request an additional
$3,600 be added to the parks and recreation park maintenance regular operating budget.
This includes $1,600 in materials and shipping; $1,675 in labor; and 10% contingency
($325.)We may be able to reduce labor by $700 if we find volunteers to replace one
employee. However, we feel it is imperative to use paid City staff to lead the project.

Though not overly heathy, the City’s Fund Balance can handle the City Manager’s request
of designating the $3,600 from Fund Balance.

RECOMMENDATION:
Approve Resolution 2000- authorizing the parks and recreation department
to build a cedar split rail fence in the city cemetery, and appropriating funds
in the amount of $3,600 from General Fund fund balance, Account Number 101-
-0000-3075-0000 and appropriating $3,600 to parks and recreation, park
maintenance Expenditures, Account Numbers 101-1410-XXXX.
