ORDINANCE .NO. 20'/
AN ORDINANCE EsrABLISHING RUUS AND REGULATIONS GIVERNING
INSTALLAT ION AND USE OF mCTRIC ENERGY IN 1m ciTY OF SFNARD
ALASKA
BE IT ORDAINED by the Common Council of the City of
Seward, Alaska:
Section 1. PAYMENTS FOR ELECTRIC SERVICE.
(a) All montily bills s!la.ll be due on the first day
of each month and shall be delinquent after the tenth day of
the month. Bills not paid on or before the tenth day of the
month in which th.ey 'become due, sball have a charge of fifty
cents added to them to compensate for the additional book-
keeping involved.
(b) Customers not paying bills on or before the
twentieth day of the month in which the bills became due, shall
be immediately disconnected. It shall be mandatory for the
Seward Electric System to disconnect every customer not com-
plying to or with the above regulations concerning payments,
and such disconnection must be made on or before the twenty-first
day of the month in which the customer's bill became due. No
employee of the Seward Electric System s.l1a.11 kave the authority
to permit continued electric service or to re-connect a discon-
nected electric service for any customer who has not complied
with all regulations herein stated.
(c) Customers who have been disconnected for nom-
payment of their electric bills shall not be re-connected until
they have paid the entire bill due, including the delinquent
penalty and a service charge of two dollars for such re-con-
nechon.
(d) Customers ordering temporary disconnection of
electric serTice shall be charged two dollars for re-connection
if such reconnection is made within six months of the date of
disconnection.
Section 2. METER DEPOSITS.
All customers making connection or reconnectlon
with the Seward Electric System for electric energy, shall have
on deposit With the Seward Electric System the sum of Ten Dollars
($10.00) for each meter required to serve the customer's needs
aefore such electrical connection is made.

Section 3. ~A1E OF ELECTRIC SEHyrCE.
Every Domestic electric customer who furnishes electric
energy to anyone other than his immediate family shaH be charged
according to commercial rates.
Section 4. REFUSAL OF SERVICE.
(a) The Seward Electric System shall have the right to
refuse service to anyone where such service would be liable to
endanger the quality or quantity of electric service to other
customers.
(b) The Seward Electric System shall have the right to
disconnect service to any customer using motors larger than three
horsepower on single phase lightlng service, or any other equi-
valent load that would adversely affect the quality or quantity
of electric service to other customers.
Section ~LIABILITY.
(a) The City of Seward shall not be liable for any damage
resulting from the use of electric service on the premises of the
customer.
(D) The City of Seward shall not be liable for any damage
to persons or property resulting from conditions of service beyond
the control of the Seward E~ectric System.
(c) The City of Seward shall assume no liability for
defective wiring even though such wiring has been inspected by
representatives of the City of Seward, or the Seward Electric Sys-
tem. L
Section" INSPECTION CF WIRING.
(a) All new additions, installations, changes, extensions
and or modifications of e~ectrical wiring shall be in accordance
with the National Electric Code, and this Ordinance; and the same
shall be inspected and approved by an electrical inspector appointed
by the City of Seward prior to the energizlng of such wiring.
(b) A permit, lssued by the City of Seward, must be ob-
tained from the Municipal Clerk or representative of the Seward
Electric System, prior to m~ing any installation, addition, cbEnge
or modification of any electrical wiring, either interior, or ex-
terior, or both; and as a condition precedent to the issuance of

any such permit, complete information shall be furnished by
the applicant regarding the installation to be made.
(c) Th.e Seward Electric System shall have the right
to enter the premises of its customers at all reasonable times
for the purpose of inspecting hot water heater circuits.
(d) The Seward Electric System shall have the right to
refuse electric service to any customer where the wirlng does
not comply with the National Electric Code, and the Specifications
for Electric Wiringmfor the City of Seward, as set forth and
defined in the Wiring Code.
Section 'I. METER SEAL'3.
(a) All meters will be sealed by the Seward Electric
System and no such seal shall be tampered with or broken except
by a representative of the Seward Electric System appointed for
that purpose.
(b) Penalty for beeaking a meter seal and/or. tampering
with any meter, transformer, pole or wires, shall be $5U.UO for
each and every offense.
(c) The customer shall exercise every care to prevent
meters, service Wlres, appliances or fixtures of the Seward Elec-
tric System upon the customer's premises, from being injured or
destroyed and shall notify the Seward Electric System of any
defecrs in such equipment, when discovered.

Special rates on water heaters Wlll apply only if a
separate socket-type meter base is provided for the sole purpose
of metering the water heater llad and such load is automatically
disconnected during peak load periods. Disconnecting shall be
done within special meters provided by the Seward Electric System.
The hot water meter shall be connected only to the hot water tank.
Electric energy metered through the hot water meter shall be used
only for heating water and shall not be used for a,y other pur-
pose. Any customer found using this energy for any other purpose
will be chargedK according to the Comoercial Rate.

Section 9. LOCATION OF I~TERS.
All meter bases shall be provided by the customer
and shall be located outside the building, and must be mounted
at least 5 ft. and not more than 7 ft. above the ground and
shall not be on a wall beneath the eavss of a roof where
liable to damage from falling ice or snow unless suitable pro-
tection is prorided to prevent such damage. Installations of
meters elsewhere in a building shall be made only where the
installation is specifically approved by the Seward Electric
System.
Section 10. PENALTIES.
Penalty for violation of this Ordinance shall be not
less than Fifty Dollars nor more than One Hundred Dollars for
each and every offense.
Section 11. REPEAL AND SAVING.
(~) All Ordinances or parts of urdinances in conflict
with the provisions of this Ordinance are hereby repealed.
(b) If any of the provisions of this Ordinance or the
application thereof to any person or circumstance is held in-
valid, such invalidity shall not affect other provisions or
applications of the Ordinance which can be given effect without
the invalid provisions or applications, and to this end the
provisions of this Ordinance are declared to be severable.
Section 12. EMERGENCY.
An emergency is hereby declared to exist and this
Ordinance shall be in full force and effect immediately after
its passage and approval.
