RESOLUTION NO. 95-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF
BOILERS FOR THE FIRE HALL AND APPROPRIATING FUNDS
WHEREAS, on April 18, 1995, the 32 year old furnace in the Fire Hall had a
catastrophic failure which is impossible to repair; and
WHEREAS, the Fire Hall is currently without heat; and
WHEREAS, realizing the need to replace the aging boiler, the Administration had
included $10,000 in the FY 1995 budget to purchase a new furnace; and
WHEREAS, in October, 1994, the City received no proposals in response to its
advertised request for bids; and
WHEREAS, the City then asked the local plumbing supply, Seward Plumbing &
Heating, to inspect the heating system and submit a proposal for replacement; and
WHEREAS, Seward Plumbing & Heating's $16,190 proposal for purchase and
installation of two small, high-efficiency units and heating system repairs exceeded the
amount budgeted for the purchase; and
WHEREAS, the City had hoped to forego purchase of the new heating units until
the FY 1996 budget year when additional funds could be included in the Fire Department
Budget to cover the full cost of purchase and installation of the units, flushing of the
present heating system, and repair of leaks; and
WHEREAS, City personnel can perform duties associated with heating system
repairs thereby reducing the cost of the proposal submitted by Seward Plumbing &
Heating; and
WHEREAS, it is in the public interest to replace the heating system as soon as
possible in order to protect life safety vehicles and equipment stored in the Fire Hall;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to issue a purchase order not
to exceed $12,840 to Seward Plumbing & Heating for the purchase and installation of
heating units, without full utilization of city bid procedures.

Section 2. The FY 1995 General Fund Budget is hereby amended by appropriating
$2,840 from the General Fund Fund Balance, Account No. 101-0000-3050, to the Fire
Department Equipment Budget, Account No. 101-1220-5920.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
24th day of April, 1995.
