CITY OF SEWARD, ALASKA RESOLUTICN NO. 86-72 A RESOLUTICN OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING A SOLE SOURCE CCNTRACT TO UTILITY SYSTEMS & APPLICATIONS, INC., FOR THE PERFORMANCE OF AN ELECTRIC METER AUDIT WHEREAS, Section 10-8 of the Seward City Code provides an exception to specified bid procedures when the City Council detennines that the public ~ld be best serviced by not requiring ccrrpetitive bidding; and WHEREAS, that provision applies to services requiring special knowledge and judgerrent; and WHEREAS, the City of Seward does not have the special equip- ment and capability to perfonn an electric rreter audit; and WHEREAS, Utility Systems and Applications, Inc., is the only known contractor that provides a rreter audit service within Alaska; and, it has a good reputation with a number of utilities; and WHEREAS, utility Systems and Applications, Inc., has proposed to perfonn an electric rreter audit for the City of Seward at an accept- able cost; NCW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The public interest would best be served by not requuwg corrpetitive bidding to perfonn an electric rreter audit where only one contractor has the capability of perfonning the work. Section 2. The City Manager is hereby authorized to enter into a contract with Utility Systems and Applications, Inc., for a not-to-exceed price of $19,980.00. Section 3. A contingency aItOunt of $2,000.00 is hereby authorized for change orders or other project expenses. PASSED AND APPROVED BY THE CITY COUNCll..
