Sponsored by: Garzini/Gieseler CITY OF SEWARD, ALASKA RESOLUTION NO. 86-83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUESTING THE INTRODUCTION OF LEGISLATION ELIMINATING THE REQUIREMENT THAT ONE MEMBER OF THE ALASKA RAILROAD BOARD HAVE RAILROAD MANAGEMENT EXPERIENCE AND URGING THE GOVERNOR TO APPOINT A RESIDENT OF SEWARD TO THE BOARD WHEREAS, due to the foresight of the founders of the City of Seward in initiating construction of a railroad in Seward, the federal government established what is now the Alaska Railroad; and WHEREAS, for more than 60 years, Seward, as the south- ern terminus of the Alaska Railroad, has played a vital role in the economic development of Alaska's natural resources; and WHEREAS, products such as oilfield pipe, coal, timber, building supplies, seafoods, fuels, vehicles and vans all pass through the Port of Seward via the Alaska Railroad; and WHEREAS, the Alaska Railroad and the Railroad Dock are vital to the overall economic well being of this community; and WHEREAS, it is significant that Seward, the one commu- ni ty in Alaska with the longest and most in-depth asso- ciation with the Alaska Railroad, is not represented on the Alaska Railroad Corporation's Board of Directors; and WHEREAS, legislation establishing the Alaska Railroad Corporation currently requires that one member of the Board of Directors be a person with at least 10 years of railroad management experience; and WHEREAS, traditionally, boards of directors are policy makers who are advised by technical experts either on staff or hired as consultants; and WHEREAS, should legislation eliminating the requirement that one board member have railroad management experience be approved by the State Legislature, any required railroad management expertise could be obtained through consultants; and -1- . . . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 86-83 WHEREAS, the current Director appointed with this provision is not a resident of Alaska; and in accordance the State of WHEREAS, the seat filled by said Director expires in October, 1986; and WHEREAS, a Seward resident could be appointed to fill this vacancy without removing any other Alaskan representa- tive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The Governor of the State of Alaska is urged to introduce legislation which would rescind AS 42.40.020(l), thus eliminating the requirement that one member of the Alaska Railroad Corporation's Board of Direc- tors be a person with 10 years of railroad management experience. Section 2. The Governor is further urged to delay filling the vacancy which will be created upon the expira- tion of the term of this seat until such time as the Legis- lature can act on the proposed legislation rescinding AS 42.40.020(l) . Section 3. The Governor is resident of the City of Seward Corporation's Board of Directors. encouraged to appoint a to the Alaska Railroad Section 4. Copies of this resolution shall be dis- tributed to the Governor of the State of Alaska, all members of the Alaska State Legislature, the Commissioner of Trans- portation and Public Facilities and the Alaska Railroad Corporation. Section 5. This resolution shall take effect immedi- ately upon its adoption.
