CITY OF SEWARD, ALASKA
RESOLUTION NO. 86-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AWARDING A CONTRACT TO ALASKA PRECISION
DRILLING AND BLASTING TO PRODUCE RIP RAP FOR THE
4TH OF JULY CREEK DIKE REPAIR
WHEREAS, Alaska Precision Drilling and Blasting has
subcontracted to Jackson Construction Company to operate the
4th of July quarry under a federal contract; and
WHEREAS, that work is completed and the Company is
preparing to demobilize; and
WHEREAS, Alaska Precision Drilling and Blasting has
offered to produce Class II rip rap for the City, at the
same cost as under its contract with Jackson Construction
Company, if awarded a contract prior to demobilization; and
WHEREAS, the City requires approximately 5,200 cubic
yards of Class II rip rap for dike repairs authorized under
DSRS 3437, 3440 and 3438 for the 4th of July and Jap Creeks;
and
WHEREAS, it is expected that delaying the work to
enable competitive bidding will result in a higher unit cost
due to mobilization and start-up of a new contract; and
WHEREAS,
not requiring
procured at a
the public interest would be best served by
competitive bidding because the service can be
lower cost without public bidding;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The public interest would be best served by
not requiring competitive bid procedures for the award of a
contract to Alaska Precision Drilling and Blasting to
produce rip rap for the 4th of July dike repair.
Section 2. The City Manager is hereby authorized to
execute a contract with Alaska Precision Drilling and
Blasting to produce 5,200 cubic yards of Class II rip rap.
Section 3. This resolution shall take effect immedi-
ately upon its adoption.
