Sponsored by: City Manager CITY OF SEWARD, ALASKA RESOLUTION NO. 87-002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SUPPORTING THE CONTINUANCE OF THE ESSENTIAL AIR SERVICE PROGRAM WHEREAS, the Airline Deregulation Act of 1978 estab- lished the Essential Air Service (EAS) Program guaranteeing air service for all communities listed on air carrier operating certificates as of the date of enactment and au- thorized the payment of operating subsidies to air carriers to meet the service guarantees; and WHEREAS, the EAS program was enacted for a ten-year period which is scheduled to end October 1988; and WHEREAS, the U.S. Department of Transportation is studying the impact to small and remote communities of the discontinuation of the EAS service subsidies in 1988 and will report to the Congress by February 1, 1989; and WHEREAS, Seward is an eligible EAS point and currently has scheduled air carrier service guaranteeing one round trip to/from Seward per day during the week and one round trip over the weekend during the peak season and two round trips per week during the off-peak season; and WHEREAS, the discontinuation of the EAS program will severly curtail, if not eliminate, scheduled air service to Seward; and WHEREAS, draft legislation has been proposed by a National Committee of cities and states for air service which if enacted by the Congress, would continue essential air service for eligible communities until 1997; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. urged to enact "Small Community The United legislation Air Service States Congress respectfully is as suggested by the proposed Improvement Act of 1987". Section 2. This resolution shall be forwarded to the Honorable Governor Steven Cowper; the Honorable Rocky Gutierrez, Commissioner of the Department of Transportation; and the Honorable Ted Stevens, the Honorable Frank -1- . . Sponsored by: City Manager CITY OF SEWARD, ALASKA RESOLUTION NO. 87-003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SUPPORTING THE NOMINATION OF THE ALASKA RAILROAD DEPOT TO THE NATIONAL REGISTER OF HISTORIC PLACES WHEREAS, a nomination to place Depot, located in Seward, Alaska, has State Historic Preservation Office State's nominations to the National Places; and the Alaska Railroad been submitted to the for inclusion on the Register of Historic WHEREAS, the City of Seward prides itself on it histor- ic heritage in the development of Alaska; and WHEREAS, the City of Seward has previously recognized the importance of historic preservation through the specific goals and objectives as outlined in Statement Number 26a in the Seward Comprehensive Plan adopted November 1985; and WHEREAS, the Alaska Railroad Depot is located wi thin the Downtown Historic District as designated by the Seward City Council in Resolution No. 84-85 on July 23, 1984; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City of Seward wholeheartedly supports the nomination of the Alaska Railroad Depot, located in Seward, to the National Register of Historic Places and asks the Alaska State Historic Sites Advisory Committee to give positive consideration to include the Alaska Railroad Depot on Alaska's nomination list for the National Register of Historic Places. Section 2. The City of Seward wishes to commend the efforts of Mr. Michael Carberry of Planning and Preservation Services for his interest in Seward and the historic preser- vation of its heritage.
