CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROPRIATING FUNDS FOR INSPECTION OF
THE SMIC SYNCROLIFT BY LLOYDS REGISTER OF SHIPPING
WHEREAS, the SMIC syncrolift must receive periodic
inspections in order to retain its present standard or class
for insurance through Lloyds Register of Shipping; and
WHEREAS, on October 25, 1985, the city requested that
Lloyds extend its annual survey on the syncrolift due to its
limited use at that time; and
WHEREAS, Lloyds granted the extension on February 6,
1986, and suggested that 50% of the surveyable items be
inspected at the next annual inspection; and
WHEREAS, on December 23,1986, the city received a
notice that no request for the outstanding surveys had been
received and requested the city's proposal for satisfying
the inspection requirements; and
WHEREAS, future periodic surveys will be based on a
four-year cycle during which time all components will be
inspected with the exception of the cables which will run in
cycles of up to nine years; and
WHEREAS, considerable cost savings will be realized by
allowing magnagraphing of the cables in lieu of the test of
strength to destruction; and
WHEREAS, Helgan Services is one of
providing the specialized magnagraphing
for the inspection process; and

WHEREAS, future inspections will be performed by city
personnel; and
WHEREAS, Pearlson Engineering, designer
lift, has agreed to assist city personnel

WHEREAS, total cost of the inspection has been estimat-
ed not to exceed $32,650; and
WHEREAS, funding for the inspection was not included in
the FY 1987 Harbor Enterprise Budget;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to
appropriate $32,650 from the Harbor Reserve Account No.
401-000-271-00-00 to the Harbor Enterprise Contract Services
Account No. 401-411-561-30-39.
Section 2. The City Manager is further authorized to
enter into a professional services agreement with Lloyds
Register of Shipping for inspection survey services not to
exceed $7,500.
Section 3. The City Manager is authorized to enter
into a professional services agreement with Helgan Services
for magnagraphing of syncrolift cables for an amount not to
exceed $6,950.
Section 4. The City Manager is authorized to enter
into a professional services agreement with Pearlson Engi-
neering for inspection assistance for an amount not to
exceed $4,100.
Section 5. This resolution shall take effect immedi-
ately following its adoption.
