CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-03l
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, SUPPORTING ENVIRONMENTALLY RESPONSIBLE
OIL AND GAS EXPLORATION, DEVELOPMENT AND PRODUCTION
WITHIN THE BOUNDARIES OF THE ARCTIC NATIONAL WILDLIFE REFUGE
WHEREAS, the Arctic National Wildlife Refuge encompass-
es an area exceeding five percent (5%) of the entire land-
mass of Alaska; and
WHEREAS, the refuge's Coastal Plain is considered to be
highly prospective for the discovery of large quantities of
gas and oil; and
WHEREAS, the decision as to whether to open the refuge
to further oil and gas exploration, development and produc-
tion has been reserved by the Congress of the United States;
and
WHEREAS, the petroleum industry has consistently
demonstrated its ability to operate in the arctic reaches of
Alaska in a safe, responsible manner with no significant
adverse environmental impacts; and
WHEREAS, the nation's energy security depends upon the
development of domestic oil and gas resources; and
WHEREAS, the nation, state of Alaska and its
stand to receive much needed revenues from oil
development royalties and rents; and

WHEREAS, opening of the Arctic National Wildlife Refuge
and its associated coastal plain to further oil and gas
exploration, development and production will generate
increased employment and business opportunities for all
Alaskans and all Americans;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Congress of the United States is
strongly urged to open the Arctic National Wildlife Refuge
Coastal Plain to environmentally responsible oil and gas
exploration, development and production.

RESOLUTION NO. 87-031
Section 2. Copies of this resolution shall be forward-
ed to The Honorable Senators Frank Murkowski and Ted Stevens
and the Honorable Representative Don Young.
Section 3. This resolution shall take effect immedi-
ately upon its adoption.
