Sponsored by: Garzini CITY OF SEWARD, ALASKA RESOLUTION NO. 87-034 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROPRIATING FUNDS FOR REMODELING THE TEEN CENTER WHEREAS, it is necessary to make repairs and remodel the teen center building to eliminate fire and building code violations; and WHEREAS, the repairs and remodeling can be by a combination of volunteer, city force contract services for an amount estimated to be accomplished account and $25,000; and WHEREAS, with the accomplishment of the repairs and remodeling, the teen center building will comply with fire and building code requirements and will provide for a serviceable facility for the teens; and WHEREAS, there are sufficient funds In the General Fund-Fund Balance to accomplish the repairs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The sum of $25,000 is hereby appropriated from the General Fund-Fund Balance Account No. 101-000-271- 00-00 to the Teen Center Repair and Renovation Account No. 204. Section 2. The city manager is hereby directed and authorized to proceed with the renovation and repair of the teen center building as set forth in the Council memorandum dated April 2l, 1987, attached and incorporated herein by reference. ENGINEERING & UTILITIES FROM: SUBJECT: REMODEL OF TEEN CENTER, CORRECTION LIFE SAFETY HAZARDS The City of Seward failed to receive a grant for a new teen center, therefore, it will be necessary to repair and remodel the existing teen building to eliminate several fire and building code violations. In February the Fire Marshall and Building Inspector conducted a joint inspection of the building. Numerous violations were noted and a Notice and Order of Abatement was issued under provisions of Chapter l8A of the Seward City Code. A copy of the order is enclosed. The life safety hazards that could be quickly corrected were repaired inunediately in order that the facility could continue to function on a temporary basis. Major changes were delayed pending the determination of the grant funding. These items must be corrected if the building is to continue as a teen center - or other public use. About the only way to bring the building into compliance will be to remove all interior partitions, wall coverings, plumbing and rebuild from the inside out. It is proposed that the work can be done by a combination of volunteer, City employee and contract services, with contract services limited to specialty items or work requiring licensed journeyman craftsman or skilled carpenters. These would include taping sheetrock, electrical, finish carpentry, floor covering and plumbing work. The electrical service appears to meet code and be serviceable. Unless extensive dry-rot or other problems are exposed during the project, no structural repairs needed. The repairs proposed, including windows will provide for a safe building in compliance with applicable fire and building codes. Providing the building is found to be structurally sound, the expense appears warranted. Without most of the repairs the facility is unsafe and must be condemned as a Teen Center or for use as other public facility.
