CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-035
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROPRIATING FUNDS FOR THE LOWELL
CANYON PARK FACILITY AND AWARDING THE CONSTRUCTION CONTRACT
WHEREAS, the city is constructing certain security
improvements to the Lowell Canyon Diversion Tunnel; and
WHEREAS, as part of this project, the city is con-
structing a community park below the diversion dam; and
WHEREAS, the city has approximately $34,456 remaining
from the state of Alaska grant for renovation to the diver-
sion tunnel; and
WHEREAS, the cost of the security improvements
is estimated to be $44,074, thereby leaving a
shortfall of approximately $10,000; and

WHEREAS, there are sufficient funds in the General
Fund-Fund Balance to meet the project shortfall; and
WHEREAS, the bids have been opened for the park facili-
ty construction contract and the low bid for Items "A"
through "D" was submitted by Seward Construction Services in
an amount of $6,640; and
WHEREAS, Seward Construction Services was the low
bidder for Item "E", installation of the playground equip-
ment, in the amount of $1,640; and
WHEREAS, award of Bid Item "E" is contingent upon
delivery of city-furnished playground equipment;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section l. The sum of $10,000 is hereby appropriated
from the General Fund-Fund Balance Account No. 10l-000-27l-
00-00 to the Lowell Canyon Diversion Tunnel Account No. 251.
Section 2. The city manager is hereby authorized to
award the Lowell Canyon Park construction contract to Seward
Construction Services for Bid Items "A" through "D" in the
amount of $6,640, with a change order contingency of $665.

Section 4. This resolution shall take effect immedi-
