RESOLUTION NO. 87-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING A RESCUE SUPPORT AGREEMENT
BETWEEN THE ALASKA STATE TROOPERS AND FIVE NORTH
GULF COAST COMMUNITIES, INCLUDING THE CITY OF SEWARD

Whittier and Yakutat possess special equipment and training
which might aid the Alaska State Troopers in carrying out
their mission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The city manager is hereby authorized to
execute the Rescue Support Agreement between the five North
Gulf Coast Communities and the Alaska State Troopers, a copy
of which is attached and incorporated herein by reference,
on behalf of the city of Seward, Alaska.
Section 2. This resolution shall take effect immedi-
ately upon its adoption.

RESCUE SUPPORT AGREEMENT
BETWEEN
THE FIVE NORTH GULF COAST COMMUNITIES
AND
THE ALASKA STATE TROOPERS
WHEREAS, the Alaska State Troopers have the responsibility for
coordinating all rescue efforts within the Statel and
WHEREAS, the North Gulf Coast is a very large geographic area that
contains five separate communitiesl and
WHEREAS, these communities, i.e.: Cordova, Seward, Va1dez,
Whittier, and Yakutat, have special equipment and training which
might aid the AST in carrying out their missionl and
WHEREAS, The Five North Gulf Coast Communities agree to:
1. furnish trained manpower and equipment as available
for search and rescuel
2. furnish the AST with a resource book updated once
each yearl and
3. furnish site coordinators and/or logistics
coordinators upon requestl and
.
WHEREAS, The Alaska State Troopers agree to:
1. reimburse the five communities for costs incurred
during emergency rescues, as per specified in the
State SAR Manuall
2. provide each individual with any and all coverage
and benefits under workman's compensation insurance
coverage for the duration of the SAR missionl
3. be in charge or coordinate the involvement of the
five communities' personnel and equipment during
rescue operationsl and
4. designate the detachment search and rescue
coordinators as persons authorized to contact the
five communities for assistancel and
WHEREAS, all organizations mutually agree that:
1. their respective field personnel will be encouraged
to periodically meet together to develop smooth
working relationships and local agreements deemed
necessary to ensure search and rescue efforts are of
maximum effectivenessl any agreements developed
shall be reviewed and approved by each appropriate
organizational level, prior to implementationl
2. since conditions and circumstances may change in the
future, either party may terminate this agreement by
notice thereof in writing to the other partiesl

this agreement will be reviewed annually by all
parties to this agreementl and

this agreement becomes effective when signed by
authorized representatives of Cordova, Seward,
Valdez, Whittier, and Yakutat, and the Department of
Public Safety.
N~ THEREFORE, BE IT RESOLVED that the communities,of Cordova,
Seward, Valdez, Whittier, and Yakutat endorse the Rescue support
Agreement between the Five North Gulf Coast Communities and the
Alaska state Troopers.
