RESCINDED BY THE ADOPTION OF RESOLUTION 92-064 ON 05/11/92 Sponsored by: Gieseler, Booher, Meehan and Noll CITY OF SEWARD, ALASKA RESOLUTION NO. 87-048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ESTABLISHING RATES AND CHARGES FOR ELECTRIC POWER FOR THE PERIOD COMMENCING JULY 15, 1987 WHEREAS, Section 22.6 of the Seward City Code requires that electric rates and charges be fixed by resolution; and WHEREAS, Section 22.40 (c) requires the payment of a monthly television service charge; and WHEREAS, recommended a and 1987 Cost of Service and Rate adjustment effective July 15, Study 1987; a May revenue WHEREAS, the Seward Ci ty Counc i 1 wi she s to amend the electric rate to effect a revenue decrease and a more equitable distribution of charges to customers; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The schedule of rates for electric power is hereby established by class as follows: GROUP $ COST/KWH $ DEMAND/KWH INSIDE CITY OUTS IDE CITY Residential $ $17.90 $19.69 $ 0.0808 Small General Service (Less than 50KW) 0.0980 36.25 45.49 Large General 0.0259 Service (Great- er than 50KW) 28.31 45.49 36.25 Street Lights 36.25 0.1188 Special Contracts -- to be determined to meet requirements of user and subject to approval of City Council. Section 2. Special Contracts may be negotiated by the Utilities Manager with customers that have a demand in excess of 750 KW or that have unique power requirements that cannot be reasonably addressed by the large general service tariff. Special Contracts may include, but are not limited to, provisions for instantaneous demand charges, time of -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 87-048 service, interruptible power, minimum and maximum demand, adjustment of demand level, ownership and payment of new distribution facilities, termination charges, and power factor. Special contracts will be approved by the Council. Section 3. Demand charges will be based on the maximum demand recorded over a 30-minute period, except if other provisions are included in a special contract. Section 4. Existing large general service customers will be charged an energy rate of $0.1006 per KWH without a demand charge until demand meters are installed and at least 3 months of demand data has been recorded. The utility will provide a sample demand base billing during the 3-month period, and demand billing will begin with the fourth billing month. If the demand bill is unreasonably high or low (t 10%), the test period will continue for an additional 3 months. If the bill cannot be resolved after 6 months, the utility may request Council to approve a special con- tract. In any case, a large general customer with demand metering will be charged according to the demand tariff within 12 months from the date the demand meter was in- stalled. Section 5. New large general service customers con- nected to service following the effective date of this resolution will be charged according to the demand tariff. Section 6. Monthly fuel adjustment surcharges will be charged to all customers to reflect the fuel adjustment factor charge by CEA and the cost of operating the city of Seward standby power plant. These will be in two separate surcharges as follows: A. from CEA customers customers CEA Fuel Adjustment. The fuel adjustment charge directly distributed to Seward Electric Utility prorated according to the number of KWH the consumed during the billing period. B. Seward Fuel Adjustment. The cost of operating the standby generation plant, including fuel, labor, maintenance and repair when it exceeds the amount budgeted to date for the fiscal year. The cost will be prorated according to the number of KWH the customer consumed during the billing period. Section 7. The cost of operating the standby gen- eration plant to meet a specific customer I s need will be charged directly to that customer. Such cost will be the total cost of operating the plant, including fuel, labor, overtime, maintenance, repair and overhead, less the -2- . . .
