RESOLUTION NO. 87-050
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING THE APPLICATION BY NORTH
PACIFIC RIM HOUSING AUTHORITY TO THE FEDERAL GOVERNMENT
FOR A LOAN FOR PRELIMINARY PLANNING FOR MUTUAL HELP
HOME OWNERSHIP HOUSING WITHIN THE SEWARD COMMUNITY
WHEREAS, it is the policy of the city of Seward to
eliminate substandard and inadequate housing and to realize
as soon as feasible the goal of a decent home in a suitable
living environment for all of its citizens; and
WHEREAS, under the provision of the United States
Housing Act of 1937, as amended, the United States of
America, acting through the Secretary of Housing and Urban
Development (herein called the "Government"), is authorized
to provide financial assistance to local public housing
agencies for undertaking and carrying out preliminary
planning of mutual help home ownership housing projects that
will assist in meeting the city's goal; and
WHEREAS, the Act provides that there shall be a local
determination of need for mutual help home ownership housing
to meet needs not being adequately met by private enterprise
and that the Government shall not make any contract with a
public housing agency for preliminary loans for surveys and
planning in respect to any mutual help home ownership
housing project unless the governing body of the locality
involved has by resolution encouraged the application of the
public housing agency for such preliminary loan; and
WHEREAS, the North Pacific Housing Authority (herein
called the "Local Authority") is a public housing agency and
is applying to the Government for a loan to cover the costs
of preliminary surveys and planning in connection with
development of a mutual help home ownership housing project
in Seward;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. There may exist in the city of
Alaska, a need for such mutual help home ownership
which is not being met by private enterprise.

Section 2. The city of Seward encourages and supports
the application by North Pacific Rim Housing Authority to
the Government for a loan in the amount of $52,320.00 for

surveys and planning in connection with the construction of
approximately 15 mutual help home ownership housing units in
Seward, provided, however, that the city of Seward's ap-
proval to build will be obtained prior to North Pacific Rim
Housing Authority's entering into any contracts for con-
struction.
Section 3. There are public services and facilities
adequate to serve the proposed housing project if the Local
Authority selects a site within the city already served by
sewer, water and other utilities.
Section 4. This resolution shall take effect immedi-
ately upon its adoption.
