Sponsored by: Garzini CITY OF SEWARD, ALASKA RESOLUTION NO. 87-059 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH ARTHUR YOUNG & COMPANY TO SURVEY MOORAGE RATES FOR THE PROPOSED NASH ROAD BOAT HARBOR WHEREAS, Arthur perform a survey for Road Boat Harbor; and Young and Company have proposed to moorage pricing on the proposed Nash WHEREAS, the results of this survey will provide needed information for estimating moorage fees for the new harbor; and WHEREAS, the information from this survey will also support the financing and decision process for the proposed new harbor facility; and WHEREAS, exempted from the City Code; agreements for professional services are the bid process outlined in Section 10-8 of and WHEREAS, funds for the project are available in the Nash Road Boat Harbor Account No. 274-274-541-10; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is hereby authorized to execute an Agreement for Professional Services, attached and incorporated herein by reference, with Arthur Young and Company to provide a market survey for moorage rates for the Nash Road Boat Harbor for an amount not to exceed $8100. Section 2. This resolution shall take effect immedi- ately upon its adoption. Diener, Manager of Engineering & Utilities Subject: Nash Road Small Boat Harbor Market Research Dear Paul: Arthur Young & Company is pleased to submit a purchase order to perform a market survey for moorage rates for the proposed Nash Road Small Boat Harbor. Background 1. John Klepac of Sverdrup informed me that the City of Seward preferred to have Arthur Young transmit a purchase order for the services of ask* Information Search to perform a market survey for moorage rates at the Nash Road harbor. 2. I contacted ask* Infolmation Search for a firm price rather than a range of from $7,200 to $7,900. They have committed to perform the survey for a firm not-to-exceed amount of $7,100. 3. Arthur Young would bill up to ten hours at $100 per hour to review the questionnaire and survey results as well as coordinate the effort. 4. The total cost of the survey would not exceed $8,100. 5. Arthur Young would submit one bill for the subcontractor ask* Information and Arthur Young time up to ten hours. Scope of Services 1. Use a subcontract market survey firm (ask* Information Search) to perform a telephone survey. a) It has been requested that ask* Information Search prepare a quote to perform a market survey to sup- port the financing and decision process for a small boat harbor facility at Seward. Its purpose will be to measure the willingness of boat owners to pay for moorage and the likely pricing levels for rele- vant services. Perceptions, attitudes, interests, opinions, and spending patterns for related goods and services of small boat owners and operators will be measured through a telephone survey of owners/operators in the Seward, Anchorage, Homer, and Whittier areas. Content and scope will include but may not be limited to: Price and benefits/features configuration Estimated level and types of usage Fishing and recreational boating patterns Estimated types and levels of goods and services required or desired Basic demographics Assuming we owner/operators interview approximately 600-700 via telephone survey, with each . . . Arthur Young would bill up to ten hours at $100 per hour to review questionnaires, review survey results and coordinate/direct subcontractor.
