Sponsored by: Garzini CITY OF SEWARD, ALASKA RESOLUTION NO. 87-063 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AWARDING A CONTRACT TO SHIP GENERATOR NO. 5 TO BOISE, IDAHO, AND BACK TO SEWARD, WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES WHEREAS, Generator Unit No. 5 requires immediate repair in order to assure the city has sufficient reliable standby power; and WHEREAS, Morrison-Knudson has agreed to expedite repair of the generator in its Boise, Idaho, facility; and WHEREAS, the size and weight of the unit limits the number of firms capable of moving it; and WHEREAS, only Taylor Rigging, Inc., submitted a pro- posal to move the unit from the generator facility; and WHEREAS, Northern Stevedoring is capable of placing and blocking the flatcar; and the sole local firm unit on a railroad WHEREAS, Alaska Hydro Train is the most practical and quickest means of shipping the unit between Seward and Boise; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The public interest would best be served by waiving Section 10-8 of the City Code, city bid procedures, for contracting the shipping of Generator Unit No. 5 to Boise, Idaho, and back to Seward. Section 2. The City Manager is hereby authorized to award a contract to Taylor Rigging for an amount not to exceed $28,500 to load and transfer the generator to the Railroad Dock and back to site. Section 3. The City Manager is further authorized to award a contract to Northern Stevedoring for an amount not to exceed $7,000 to lift the generator onto an Alaska Railroad car and to remove same upon its return to Seward. Section 4. The City Manager is also authorized to award a contract to Alaska Hydro Train for an amount not to -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 87-063 exceed $32,955 to transport the generator to and from Boise, Idaho. Section 5. The City Manager is authorized to establish a proj ect contingency account not to exceed $ 7,045 for a total project amount not to exceed $75,000. Section 6. This resolution shall take effect immedi- ately upon its adoption.
