CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-077
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE AWARD OF A CONTRACT
TO PENINSULA FENCE COMPANY FOR FENCING THE MARATHON
HYDRO GENERATION PLANT WITHOUT FULL UTILIZATION
OF CITY BID PROCEDURES
WHEREAS, the city's insurance underwriters
Marathon Hydro generation plant inlet structure

WHEREAS, in order to protect the safety of children and
adults visiting the area, it is necessary to construct a
fence around the inlet pond; and
WHEREAS, the magnitude of the project did not warrant
the time and expense of public advertising for bids; and
WHEREAS, proposals were requested from all fencing
contractors known to do business in the Seward area; and
and
WHEREAS, Peninsula Fence Company submitted the low bid;
WHEREAS, the lowest local bid was nineteen percent
(19%) higher than the bid submitted by Peninsula Fence
Company and thus does not qualify for a local bidder prefer-
ence;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The public interest would best be served by
waiving formal bid procedures for fencing of the Marathon
Hydro generation plant inlet pond.
Section 2. The City Manager is hereby authorized to a
ward a contract to peninsula Fence Company in an amount not
to exceed $7,919.04 for fencing the Marathon Hydro gen-
eration plant inlet pond. The City Manager is further
authorized to establish a project account totalling
$8,710.04, which includes a ten percent (10%) contingency,
for the proj ect.
Section 3. This resolution shall take effect immedi-
ately upon its adoption.
