CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-085
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, WAIVING MINOR IRREGULARITIES IN BID
PROCEDURES AND AWARDING A CONTRACT FOR DESIGN AND
INSTALLATION OF HALON FIRE EXTINGUISHING SYSTEM
WHEREAS, a request for proposals for providing Halon
Fire Extinguishing Systems for various city facilities was
properly advertised; and
WHEREAS, Alaska Extinguisher Company failed to fully
comply with administrative requirements of the proposal by
sending an open bid by facsimile; and
WHEREAS, Ed' 5 Electric, Inc.,
with administrative requirement of
attending a preproposal meeting; and
failed to fully comply
the proposal by not
WHEREAS, neither of the exceptions
otherwise affected the competitive proposal
are considered minor irregularities; and

WHEREAS, the City Council has the authority to waive
minor irregularities in the bidding process;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. Any minor irregularities in
described bid process are hereby waived and the
submitted by Alaska Fire Extinguisher Company
Electric, Inc., are hereby accepted.

Section 2. The city manager is authorized to award a
contract in an amount not to exceed $41,668 to Alaska
Extinguisher Company for bid items 1 (SMIC Water Utility), 2
(SMIC Sewage Utility), 3 (Seward Electric Substation), and 6
(Reserve System).
Section 3. The city manager is further authorized to
establish a project account including a change order contin-
gency of $4,170, for a total project account of $45,838.
Section 4. This resolution shall take effect immedi-
ately upon its adoption.
