RESOLUTION NO. 87-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING THE AGREEMENT FOR THE
WHEELING OF ELECTRICAL POWER AND FOR RELATED
SERVICES (SERVICES AGREEMENT) FOR THE BRADLEY
LAKE HYDROELECTRIC PROJECT
WHEREAS, the city of Seward operates the Seward Elec-
trical utility and has determined that the purchase of
electric power from the Bradley Lake Hydroelectric Project
pursuant to a Power Sales Agreement referred to in Resolu-
tion No. 87-066 (Substitute) is in the public interest; and
WHEREAS, the delivery of Bradley Lake energy and power
from the Bradley Lake Hydroelectric project to the purchas-
ers of that power, including the city of Seward, requires
the use of electric transmission facilities; and
WHEREAS, the parties to the Power Sales Agreement
referenced in Resolution No. 87-066 (Substitute) anticipate
that the state of Alaska will take action to use monies in
the Railbelt Energy Fund to fund construction of additional
electrical transmission facilities to distribute power
generated by the Bradley Lake Hydroelectric Project to the
purchasers thereof; and
WHEREAS, until such time as those facilities are
constructed, an alternative solution to the problem of
transmitting or otherwise utilizing power from the Bradley
Lake Hydroelectric Project is necessary and is in the best
interest of the parties;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Council of the city of Seward,
finds that the public interest would best be served by the
ci ty of Seward's participation in the Bradley Lake Hydro-
electric Project and that the Agreement for the Wheeling of
Electric Power and for Related Services (Services Agreement)
is in the public interest.
Section 2. The City Manager is authorized to execute
the Agreement for the Wheeling of Electric Power and for
Related Services (Services Agreement) as substantially set
forth in the attached Exhibit "A" which is incorporated
herein by reference.

Section 3. This resolution shall take effect immedi-
ately upon its adoption.
