Sponsored by: Garzini CITY OF SEWARD, ALASKA RESOLUTION NO. 87-108 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUESTING REPEAL OF AS 4.21.010(C) WHEREAS, the abuse of alcohol in the state of Alaska is the number one health problem in the state~ and WHEREAS, local communities have repeatedly attempted to deal with the complicated issues of alcohol including support of special task forces and studies on alcohol abuse; and WHEREAS, virtually all the available evidence indicates that the abuse of alcohol has economic repercussions through- out the community including a tremendous strain on available resources of local communi ties for police protection, the provision of medical care, education and virtually all factors of life in the local community~ and WHEREAS, the city recognizes the trend within the state of Alaska for local communities to be given greater respon- sibility for local issues; and WHEREAS, recent cases seem to place an ever-increasing responsibili ty on local communi ties for care, custody and treatment of intoxicated individuals; and WHEREAS, many local communi ties do not have the re- sources to cope with those problems or to insure against the risk they pose; and WHEREAS, it is unfair to require local communities to bear the expense and risk involved in alcohol related incidents without a source of revenue to pay for those efforts; and WHEREAS, it is unfair to require the real and personal property tax payers in local communities to bear the cost of alcohol related issues; and WHEREAS, it is more fair and equitable to increase local revenues to combat a problem from the very source of the problem itself, and a special sales tax on alcohol would provide additional revenues for local communi ties to fund programs for combatting alcohol abuse within the commu- nities; and WHEREAS, a sales tax is currently the only mechanism whereby those who consume and potentially abuse alcohol can -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 87-108 be made to directly finance and support the cost of city services related to the abuse of alcohol; and WHEREAS, from enacting than on other local communities are currently prohibited a higher sales tax rate on the sale of alcohol sales within the community; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The Council urges the repeal of AS 4.21.- 010 (c) and supports any appropriate and additional legis- lation to permit local communi ties to impose user taxes, including sales tax, on the sale of alcoholic beverages within local communities. Section 2. The Council further urges the Legislature of the state of Alaska to consider the prevention, treatment and cure of alcohol abuse as the number one health issue for the state of Alaska and to adequately fund existing programs dealing with alcohol abuse. Section 3. This resolution shall take effect immedi- ately upon its adoption.
