Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 88-055 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF HOT WATER BOILERS FOR THE SPRING CREEK CORRECTIONAL CENTER WITHOUT FULL UTILIZATION OF CITY BID PROCEDURES WHEREAS, a court order mandates opening of the Spring Creek Correctional Center as early as possible, and the first contingent of inmates are scheduled to arrive on or about June 1, 1988; and WHEREAS, it has been determined that there is insuffi- cient hot water to meet the minimum health standards re- quired for the inmates; and WHEREAS, the Department of Corrections has determined this to be an urgent requirement impacting health, safety and security within the SCCC; and WHEREAS, it has been determined by the Department of Transportation and Public Facilities that additional boilers can be installed prior to the arrival of prisoners by immediately ordering 3 boilers and equipment to be shipped by air; and WHEREAS, a boiler unit manufactured by PVI is the most suitable to meet the needs of the SCCC and is the least costly to install; and WHEREAS, funds for the purchase and installation of the boilers are available in the prison construction fund; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The public interest will best be served by authorizing the city manager to purchase boilers and equip- ment for upgrading the SCCC hot water system without uti- lization of city bid procedures required by Section 10-8 of the City Code. Section 2. The city manager is hereby authorized to order for air delivery one PVI Supertank boiler and acces- sories necessary for installation of same for a cost not to exceed $45,000. -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 88-055 Section 3. The city manager is further authorized to order two additional PVI boilers and accessories necessary for installation for a cost not to exceed $74,390. Section 4.
