CITY OF SEWARD
RESOLUTION NO.82-53
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, RELATIVE TO THE SIGNING OF
A SISTER PORT AGREEMENT WITH THE CITY OF KUSHIO,
HOKKAIDO, JAPAN.
WHEREAS, the Port of Seward is rapidly developing as a major
international service and trade port in Alaska, at the crossroads
of the North Pacific, and
WHEREAS, the Port of Seward is constructing a multi-million
dollar marine industrial center for which the City is actively seeking
economic enterprises to establish in the industrial center, and
WHEREAS, the Port of Kushiro is a major commercial port
on the island of Hokkaido, Japan; and is the homeport of many vessels
that frequent the Port of Seward, and
.
WHEREAS, the Port of Kushiro has historically been the center
of high technology in the processing of bottom fish in Japan, and
Alaska has great potential for bottom fish development, and
WHEREAS, on February 12, 1982, the Seward City Trade Mission
delivered a Proclamation from the Mayor of Seward to the Mayor of the
City of Kushiro, suggesting that a Sister Port relationship should be
established between the Ports of Kushiro and Seward, and
WHEREAS, the City Council of the City of Kushiro, on June
14, 1982, unanimously passed a bill to sign a Sister Port Agreement with
the City of Seward for the purpose of developing mutual prosperity
through economic and cultural interchanges, and
WHEREAS, the City of Kushiro is sending a large delegation to
Seward, July 19-21, 1982 for the purpose of reviewing our port
development progress and to enter into a Sister Port relationship, and
WHEREAS, the member of the Seward City Trade Mission were
favorably impressed with the Port of Kushiro, its development plans, and
its economic potential relating to trade with the Port of Seward;
NOW,THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. The City of Seward hereby proclaims, itself a
Sister Port to the Port of Kushiro.

Section 2. The Mayor of the City of Seward, or his designee,
is hereby authorized to sign said agreement during the Kushiro
Delegation's visit to Seward July 19-21, 1982.
