CITY OF SEWARD, ALASKA
RESOLUTION NO. 88-100
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ACCEPTING THE CONCEPTUAL DEVELOPMENT
PLAN FOR THE DOWNTOWN SEWARD WATERFRONT FACILITIES
WHEREAS, the city requested a joint study for the Seward
Waterfront Development Plan be performed by the Alaska Dept. of
Transportation and Public Facilities (DOTjPF); and
WHEREAS, DOTjPF contracted with Sverdrup Corp. to develop
a Conceptual Waterfront Plan for Seward that would address the
needs for a new IMS Dock, Alaska Marine Highway System (AMHS)
dock, cruise ship dock and city cargo dock; and
WHEREAS, the plan was prepared in close cooperation
the city staff considering data from public hearings
interviews, and the plan meets the project needs of the
and incorporates the concerns of local citizens; and

WHEREAS, the plan appears to be a reasonable and practical
means of developing the waterfront;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Council hereby accepts the plan which
proposes locating the AMHS and IMS dock at the facility near
the existing Fourth Avenue Dock, maintaining and improving the
existing Fourth Avenue Dock for city light cargo service, and
constructing a new cruise ship dock off of Ballaine Point.
Section 2. Be it further resolved that City Council
recommends that the AMHS and IMS proceed to design, fund and
construct their facilities as early as possible, staging the
work as funding directs, with continued planning for a joint
facility capable of meeting both parties' needs.
Section 3. This resolution shall take effect immediately
upon its adoption.
