CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEvJARD, ALASKA, AWARDING A CONTRACT FOR HANDICAP
IMPROVEMENTS AND ROOF REPAIRS AND APPROPRIATING FUNDS
WHEREAS, a request for bids to construct certain
improvements to provide improved accessibility to City Hall
by handicapped persons was publicly advertised in accordance
with City Code requirements, and the bids were publicly
opened on December 15, 1988; and
WHEREAS, Titan Construction was the apparent low bidder
with a total bid of $182,000, and Titan has been determined
to be a responsible and responsive bidder; and
WHEREAS, it is anticipated that certain additional work
to repair an existing City Hall roof leak will be negotiated
and added to the contract; and
WHEREAS, award of this contract has been delayed to
permit resolution of a suit filed before the Alaska" State
Commission for Human Rights; and
WHEREAS, work included in this contract was discussed
as part of the Settlement of the Claim referenced above; and
WHEREAS, the city received funding for a portion of
this project through a State Grant issued under the Gover-
nor's Jobs Bill; and
WHEREAS, the balance of the cost of this project will
be borne by the state of Alaska through its agreement to
provide forty-one percent of the cost of annual maintenance
of City Hall in exchange for use of the second floor;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to
execute a contract with Titan Construction, Inc., for an
amount not to exceed One Hundred Eighty-Two Thousand Dollars
($182,000).
Section 2. A total proj ect budget not to exceed One
Hundred Ninety-Six Thousand, Nine Hundred Dollars ($196,900)
is hereby established.

Section 3. The sum of Eighty Thousand, Seven Hundred
and Twenty-Nine Dollars ($80,729) is hereby appropriated
from the General Fund-Fund Balance to Account No. 207-207-
541-10-39, and the budget is amended accordingly.
Section 4. The City Manager is hereby directed to
charge the state of Alaska forty-one percent of the total
cost of the handicap improvements and City Hall roof repair
in accordance with the state's agreement with the city to
provide office space for state agencies.
Section S. This resolution shall take effect immedi-
ately upon its adoption.
