CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, IN OPPOSITION TO HOUSE BILL 226
REGARDING STATE ADMINISTRATION OF LOCAL ELECTIONS
WHEREAS, the Alaska House of Representatives is considering
HB 226 which would provide for the state administration of local
elections; and
WHEREAS, state administration of local elections is likely to
result in higher costs and increased time between election day and
the date a local election can be certified; and
WHEREAS, state administration of local elections would remove
direct control of the local election from the municipality and the
municipal clerk while imposing on the clerk the responsibility for
absentee voting, supervision of the counting of voted ballots and
reporting results of the election to the state Division of
Elections; and
WHEREAS, such a step would further remove the individual voter
from the election process; and
WHEREAS, no provision has been made in the bill for the
conduct of elections on odd-numbered years when no state election
is scheduled or for run-off, special and recall elections; and
WHEREAS, municipalities on a calendar budget year must adopt
their budgets in December; and
WHEREAS, holding the local election in November (under state
administration) would require that the new Council be seated in
January, immediately AFTER adoption of the new budget; and
WHEREAS, the Alaska Association
representing the administrators of local

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The state House of Representatives is urged to
vote in opposition to HB 226.

RESOLUTION NO. 89-028
Section 2. A copy of this resolution shall be forwarded to
the Honorable Representatives Cato, Gruenberg, MacLean, Hudson,
Boucher, Collins, Donley and Menard.
Section 3. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, this 10th day of April, 1989.
