CITY OF SEWARD, ALASKA
RESOLUTION NO. 85-82:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, WAIVING BID PROCEDURES AND AUTHORIZING
THE CITY MANAGER TO NEGOTIATE A CONTRACT FOR UPGRADING THE
NASH ROAD TRANSMISSION LINE
WHEREAS, it is necessary to complete the upgrade of the Nash
Road Transmission Line by early 1986 in order to support prison con-
struction and Marine Industrial Center growth; and
WHEREAS, the most expeditious and least costly contract method
to construct the line upgrade is by a design/build contract; and
WHEREAS, a conventional design and bid project would delay the
start of construction until the spring of 1986 and would increase
overall project cost; and
WHEREAS, on March 21, 1985, a public advertisement was made
for engineering firms to design the project; and
WHEREAS, three firms were selected as qualified to perform the
work based on experience and cost proposals; and
WHEREAS, those three firms were asked to submit a design/build
cost proposal; and
WHEREAS, the firm of Dryden/LaRue submitted a reasonable
design/build cost proposal; and
WHEREAS, it is reasonable to assume there will be no delay due
to obtaining permits, and it appears no private easements, except for
occasional anchor easements, will be required;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council finds it to be in the public
interest to waive the formal bid procedures, as set forth in Section
10-8 of the Seward City Code, for the design and construction of the
Nash Road Transmission Line Upgrade Project.
Section 2. The City Manager is authorized to negotiate and
award a design build/contract for upgrading the Nash Road Transmission
Line to 69 kv to Dryden/LaRue Consulting Engineers and City Electric,
Inc., for an amount not to exceed $395,750.00.
Section 3. This resolution shall take effect immediately upon
its adoption.
