RESOLUTION NO. 8~-102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING AN AGREEMENT FOR PROFESSIONAL
SERVICES WITH RESOURCE MANAGEMENT CONSULTANTS, LTD., AND
CLAYTON R. JOYCE, ARCHITECTS, FOR THE PURPOSE OF PREPARING
FUNCTIONAL PROGRAMMING AND SCHEMATICS FOR THE PROPOSED NEW
SEWARD GENERAL HOSPITAL AND AUTHORIZING FUNDS
WHEREAS, Resources Management Consultants, LTD., under
contract with the City of Seward, has prepared a health planning study
for Seward and application for a Certificate of Need for replacement
/renovation of the Seward General Hospital facility; and
WHEREAS, the Alaska Health Planning Agency and Department of
Health and Social Services have granted a Certificate of Need to the
City of Seward for replacement of the hospital; and
WHEREAS, replacement of Seward General Hospital is ranked as
the State of Alaska's first priority for new hospital funding in 1986;
and
WHEREAS, replacement of Seward General Hospital is a high
priority of the City of Seward; and
WHEREAS, it is necessary to prepare functional programming and
schematics for the proposed new hospital; and
WHEREAS, Resource Management Consultants, LTD., in association
with Clayton R. Joyce, Architects, has developed a work plan for
preparing functional programming and schematics; and
WHEREAS, the Seward General Hospital Association Board of
Directors has approved Seward General Hospital's participation in the
funding preparation of the functional programming and schematics in the
amount of $23,175.00; and
WHEREAS, the Seward General Hospital Association Board of
Directors has requested the City of Seward to participate in funding the
remaining estimated cost of $40,000.00; and
WHEREAS, there are sufficient funds in the Mayor/Council
contingency account to meet this funding request;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to transfer
$40,000.00 from Council Contingency Fund 101-111-511-10-69 to Seward
General Hospital Contribution Fund 101-118-518-35-61 for the purpose of

assisting in the funding of functional programming and schematics for
the proposed new hospital.
Section 2. The City Manager is authorized to execute an
agreement for professional services with Resource Management
Consultants, LTD., and Clayton R. Joyce, Architects, for an amount
not-to-exceed $63,175.00 for the purpose of preparing functional
programming and schematics for a proposed new general hospital.
Section 3. This resolution shall take effect immediately upon
its adoption.
