RESOLUTION NO. 85-108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, REQUESTING THAT CCNSTRUcrION CLOSURES ON
THE SEWARD HIGHWAY BE RESTRICI'ED 'lD NIGHTI'IME HOURS
BEIWEEN MAY I AND SEPl'EMBER 30
WHEREAS, the eastern Kenai Peninsula is a major connection for
over-the-road freight transportation and recreational traffic; and
WHEREAS, the Port of Seward I s present and projected shipping
and receiving activity has resulted, and will continue to result, in
increased freight distribution by over-the-road transportation; and
WHEREAS, the freight transportation business has contributed
substantially to Seward's economy and is a major year-round employer;
and
WHEREAS, growth in recreational business on the Kenai Peninsu-
la has been such that it has becarre the third largest basic industrial
segment in the Peninsula's overall economy, as well as the source for
the third largest private sector employer; and
WHEREAS, it is recognized that the nature of the construction
program being administered on the Seward Highway is such that it will
enhance future travel; and
WHEREAS, major construction work on the Seward Highway and
related scheduling of road closures have been disruptive to traffic and
have had adverse effects on business and road travelers; and
WHEREAS, construction is such that a certain arrount of road
closures are necessary;
NCW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City of Seward requests that the State Depart-
rrent of Transportation and its Division of Highways schedule future
construction work on the Seward Highway in such a manner as to preclude
road closures during day light hours and cause the least arrount of
disruption to the normal flow of traffic between May I and September 30
each year.
Section 2. This resolution shall take effect imrediately upon
its adoption.

ALASKA, this 25th day of November , 19 85 .
