RESOLUTION NO. 86- 3
A RESOLUTION OF TIIE CITY COUNCll.. OF TIIE CITY OF
SEHARD, ALASKA, REQUESTING A LEGISIATIVE HANDATE THAT
AIL STATE a.JNEI) AND OPERATED MARINE VESSELS BE MAINTAINED
HITIUN TIIE STATE OF ALASKA
WHEREAS, both the City of Seward and the City of Ketchikan are
in the process of developing shipyards for the maintenance and repair of
marine vessels; and
WHEREAS, since the creation of the State Ferry System, Alaska
has been exporting rmey and jobs to northwest U.S. shipyards for the
repair and maintenance of ferries and other State owned marine vessels;
and
WHEREAS, a State policy mandating that all State owned and
operated vessels be maintained within the State of Alaska VIOuld benefit
the economies of Ketchikan, Seward and the State as a whole; and
WHEREAS, the State of Alaska has invested in excess of $50
Million in creating a new marine repair industry in Alaska; and
\-JHEREAS, a conmi.trrent of the State's repair and maintenance
work would seem the next logical step in furthering this new employment
program; and
WHEREAS, such a conmi.trrent VIOuld show prospective facility
operators that a substantial revenue could be anticipated if they chose
to operate repair facilities within the State of Alaska; and
WHEREAS, the operation of repair facilities within the State
would assure employrrent of Alaska residents; and
WHEREAS, this employment VIOuld be heaviest in winter when the
Alaskan economy has traditionally suffered I1Dst; and
WHEREAS, a guaranteed source of revenue would encourage
significant capital investrrent by private industry in the completion of
the facilities in Ketchikan and Seward; and
v.lHEREAS, the anticipated revenues from the maintenance of
State vessels VIOuld go a long way in repaying private investrrent in
these facilities; and
WHEREAS, other benefits would be realized by support indus-
tries including suppliers, insurance carriers, financial institutions,
freight companies and various subcontractors; and

WHEREAS, research has shown that the State of Washington has
always maintained its marine vessels within its own bOlmdaries;
NCM, THEREFORE, BE IT RESOLVED BY THE CI'IY mUNCIL OF THE CI'IY
OF SF.WARD, AlASKA, that:
Section 1. The City of Seward requests that the Govemor and
the Conmissioner of the Department of Transportation and Public Facil-
ities take the lead in preparing legislation mandating that all State of
Alaska owned and operated marine vessels be maintained in Alaska.
Section 2. The City of Seward further requests that the State
Administration work cooperatively with the legislature to assure that
proper safeguards are created so that the Alaska yards remain cost
effective.
Section 3. Copies of this resolution shall be forwarded to
the Honorable Govemor Bill Sheffield; Richard J. Knapp, Conmissioner of
the Department of Transportation and Public Facilities; Loren H. Louns-
bury, Comnissioner of Corrrnerce and Economic Developrretlt; the Honorable
Senator Don Bennett, President of the Alaska Senate; the Honorable
Representative Ben F. Grussendorf, Speaker of the Alaska House of
Representatives; the Honorable Senator Jack Coghill, Chainnan of the
Senate Transportation Conmittee; the Honorable Representative Bette
Cato, Chainnan of the House Transportation Conmittee, The Honorable
Senators Jalmar Kerttula and Edna DeVries; and the Mayors of The City of
Ketchikan and the Ketchikan Gateway Borough.
Section 4. This resolution shall take effect :inrrediately upon
its adoption.
