RESOLUTION NO. 86-4
A RESOLUTION OF THE CITI COUNCIL OF THE CITI OF
SENlARD, PJASKA, REQUIRING THE DEVELOPMENT AND
IMPLFMENI'ATION OF A SEAT BELT POLICY FOR CITI EMPLOYEES
HHEREAS, the Govemor of the State of Alaska has issued an
administrative order requiring the driver and passengers in rmtor
vehicles used in the conduct of State business, including privately
owned vehicles used in the conduct of State business, to wear safety
belts; and
vJHEREAS, the tem "rmtor vehicle" as used in this order is
defined as a rmtor vehicle operated or driven on a highway or vehicular
way and equipped with safety belts; Le., typical street autOlIObiles and
trucks; and
WHEREAS, surveys indicate that less than one-third of rmtor
vehicle occupants in Alaska routinely wear safety belts; and
WHEREAS, a maj or cause of injury and death from rmtor vehicle
accidents is the failure of drivers and passengers to wear safety belts;
and
WHEREAS, safety belts have been proven effective in reducing
traffic deaths and the severity of traffic injuries, when used; and
WHEREAS, lost employee time and workers' compensation payments
in the event of a traffic accident resulting in serious injury VIOuld
represent a significant loss to the City of Seward;
N:M, THEREFORE, BE IT RESOLVED BY THE CITI COUNCIL OF THE CITI
OF SENlARD, PJASKA, that:
Section 1. The City t1anager is hereby directed to develop,
implement and enforce an administrative policy goveming safety belt use
for persons driving and riding in rmtor vehicles during the conduct of
City business.
Section 2. The aforementioned safety belt policy shall
include a plan for achieving compliance and shall contain a requirement
that each employee attest to having read and understood the provisions
of the policy.
Section 3. The City Manager is further directed to set forth
this policy in a letter to the employees of the City advising that all
City employees travelling in a rmtor vehicle during the conduct of City
business lTDJst wear a safety belt.

Section 4. This resolution shall take effect immediately upon
its adoption.
