RESOLUTION NO. 86- 15
A RESOLUTION OF THE CITY COUNCIL OF CITY OF SEWARD. ALASKA,
AUTHORIZING THE EXPENDITURE OF FUNDS FROM THE NASH ROAD BOAT HARBOR
CAPITAL PROJECTS ACCOUNT FOR LAND APPRAISALS
WHEREAS, The City is committed to the construction of the
proposed Nash Road Small Boat Harbor to be located in the northeast corner
of Resurrection Bay; and
WHEREAS, an appraisal of the fair market value of the adjacent
uplands is needed prior to entering negotiations with landowners for the use
and/or acquisition of lands adjacent to the proposed boat harbor; and
WHEREAS, the City solicited prices from four appraisal companies
known to be active in and familiar with the Seward area, and selected the
firm of Appraisal Company of Alaska; and
WHEREAS, Appraisal Company of Alaska was subsequently released
from these particular appraisals due to a potential conflict of interest,
and the firm of Black-Smith and Richards was awarded the worl<; and
WHEREAS, Council authorized an expenditure of $4,000 for this work
based on fee simple appraisals; and
WHEREAS, it was subsequently determined that there was a need for
a more indepth appraisal to include total fee take, partial fee take, and
lease value in order to provide a more realistic and flexible appraisal with
which to work in land negotiations; and
WHEREAS, such an appraisal process is more complex and time
consuming than a fee simple appraisal, thus necessitating an increase in the
appraisal fee from $4,000 to $8,000;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:

Section 1. That a total of $8,000 is authorized to be expended
from Nash Road Boat Harbor Capital Projects Fund #274 for completion of
appraisals relating to land use/acquisition for development of the Nash Road
Small Boat Harbor.
Section 2. That the appraisal firm of Black-Smith and Richards
is awarded the work for professional services in conjunction with the
completion of said appraisals.
Section 3.
This resolution takes effect immediately upon
passage.
