RESOLUTION NO. 86-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AHARDING A CONTRACT TO DESIGN AND
BUILD THE SPRING CREEK CORROCTIONAL CENTER SUBSTATION
AND APPROVING THE BUDGEI' FOR THE PROJOCT
WHEREAS, THE CITY OF Seward publicly advertised for proposals
to design and build a substation for the Spring Creek Correctional
Center; and
WHEREAS, Section 10-8 (e) (1) of the City Code provides excep-
tions to bidding procedures for =ntracts for services requiring special
knCllVledge and judgrrent for professional services; and
WHEREAS, the design and building of a 69 KV electrical sub-
station requires special knowledge and judgment and professional ser-
vices of a licensed professional engineer and others; and
WHEREAS, when the proposals and options were evaluated, the
proposal submitted by City Electric was found to be the least costly for
a safe and reliable substation;
NCW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council has determined that the =ntract
for the design/build service of a 69 KV substation requires the profes-
sional services of a =ntractor possessing special knowledge and judg-
rrent.
Section 2. The City Council has determined that all proposals
were properly evaluated.
Section 3. The =ntract for design/build of the Spring Creek
Correctional Center 69 KV substation shall be awarded to City Electric,
Inc., in the amount of $447,673.00.
Section 4. The project budget consisting of the contract
amount of $447,673.00, and a contingency of $67,151.00, for a total
budget of $514,824.00, is approved.
Section 5. This resolution shall take effect immediately upon
its adoption.
