RESOLUTION NO. 84-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING A CONTRACT FOR PROFESSIONAL
SERVICES WITH CCC ARCHITECTS AND PLANNERS AND APPROPRIATING
NECESSARY FUNDS FOR THE UPDATE OF THE SEWARD COMPREHENSIVE PLAN
AND A NEW AIRPORT MASTER PLAN
WHEREAS, the Alaska State statutes require that community
comprehensive plans be reviewed and updated every other year, but the
Seward Comprehensive Plan has had but one section updated since the Plan
was written in 1967; and
WHEREAS, the recent surge in economic development within the
City of Seward will create enormous pressures on the City's services,
land availability, housing, and other resources over the next 10 years;
and
WHEREAS, a well prepared comprehensive plan and airport master
plan are essential for guidance to the City Council and the City Admin-
istration in the management and planning of the City's future needs; and
WHEREAS, the City received 14 proposals as a result of an
advertised request for Letters of Interest and Statements of Qualifica-
tions to complete a new Airport Master Plan and an update of the Seward
Comprehensive Plan; and
WHEREAS, from the 4 firms selected for interviews, the review
committee has selected the firm of CCC Architects and Planners to
accomplish this work; and
WHEREAS, through Transfers of Responsibility with the State of
Alaska (Resolution No. 83-81), the Kenai Peninsula Borough (Resolution
No. 84-51), and the City of Seward FY85 budget, there appears to be
sufficient funds to accomplish the work; and
WHEREAS, the bid procedures outlined in Section 10-8 of the
City Code do not apply to Contracts for Professional Services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter
into a Contract for Professional Services with CCC Architects and
Planners for the purpose of updating the Seward Comprehensive Plan and
preparing an Airport Master Plan.
Section 2. This contract shall not exceed One Hundred Thou-
sand Dollars ($100,000.00).

Section 3. The City Manager is hereby authorized to establish
Proj ect Funds No. 209 to control the authorized expenditures for the
Comprehensive Plan respectively: to transfer $19,906.40 from Account
101-115-516-14-39 to Project Fund No. 209; to transfer $5,436.72 from
the Overhead Earnings Account to Project Fund No. 209; and to transfer
$3,262.03 from the Overhead Earnings Account to Project Fund No. 279.
Section 4. This resolution shall take effect immediately upon
its adoption.
