A RESOWTION OF 'IRE CITY COUNCIL OF THE CITY OF
SEWARD, AlASKA, AU'IRORIZING THE CITY MANAGER 'ID
ISSUE A PURCHASE ORDER 'ID ME'ICO, INC. FUR IABOR
AND MATERIALS 'ID COMPLEI'E GRADING AND SURFACING
OF ONE SOFTBALL FIEID WI'IROUT FULL UTILIZATION
OF 'IRE BID PRCX:EDURE SET FURrH IN SECTION 10-8
OF THE SEWARD CITY CODE.
WHEREAS, as set forth by the Special Projects Engineer in his merro-
randum dated October 19, 1982, to the City Council a softball field has been
planned for the proposed Outdoor Sports Complex on land adjacent to the high
school track, and
WHEREAS ,
rough grading, and
improvements, and
work planned to be completed this year includes clear ing,
surfacing with subbase material to prepare the field for
WHEREAS, the clearing has been completed by Purchase Order to
METCO, INC. for an amount under $2,000.00, and
WHEREAS, a plan for the work has been prepared by the City Engin-
eering Department, and a preliminary estimate for the work to be completed
under a public contract is $28,500.00, and
WHEREAS, preparation of bid documents, administrative expenses,
and anticipated mobilization costs could exceed $8,000.00, and
WHEREAS, bid advertisement, procedures, and award could possibly
delay accomplishment of the work until spr ing, and
WHEREAS, the Parks and Recreation Director has expressed the
necessity of the work being done this fall if at all possible, and
WHEREAS, there are sufficient funds for the project available
from the Outdoor Sports Center, Project No. 205000, to cover all expenses,
and
WHEREAS, The costs of preparing bid documents, bid solicitations,
and the bidding procedure would in all probability exceed any economies to
be achieved by reason of going to public bid, and
WHEREAS, MEICO, INC. has agreed to do the work on a hired-services
basis, and
WHEREAS, an estimate for the accomplishment of the work on that
basis has been determined to be less than $15,000.00

NOW, 'IHEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, that:
Section 1. That the requirements of Section 10-8 of the
Seward City Code would be burdensome to comply with by the city and
it would be in the public interest to accomplish the rough grading
and surfacing of the proposed ball field this year by Purchase Order
to Metco, Inc. on a hired services basis.
Section 2. That the City Manager of the City of Seward
is authorized to issue a Purchase Order to Metco, Inc. to supply
equipment, labor, and materials to complete the work for an amount
not to exceed Fifteen Thousand and No/IOO Dollars ($15,000).
