CITY OF SEWARD, ALASKA
RESOLUTION NO. 81-R
A RESOLUTION OF THE SEWARD CITY COUNCIL REQUESTING
THAT THE ALASKA AGRICULTURAL ACTION COUNCIL AND THE
GOVERNOR REVIEW THE SEWARD GRAIN ELEVATOR PROJECT
AND DETERMINE THAT THE BENEFITS OF IN-STATE USE OF
GRAIN JUSTIFIES THE COMPLETION OF THE GRAIN RECEIVING
AND DISTRIBUTION FACILITY IN SEWARD
WHEREAS, the Alaska Agricultural Action Council voted to
halt construction of the Seward Grain Elevator Project; and
WHEREAS, the cancellation of the Seward Grain Elevator
Project by the Alaska Agricultural Action Council creates adverse
impact to the livestock industry in the Matanuska Valley, Tanana
Valley, Kenai Peninsula and in Kodiak; and
WHEREAS, the preference of the City of Seward, and we be-
lieve the most sensible position, is that the project be completed
short of installing conveyors for grain export; and
WHEREAS, the options being discussed for the grain elevator
project by the Agricultural Council include only mothballing or
total abandonment; and
WHEREAS, mothballing the project is not the most cost con-
serving and sensible approach short of constructing the grain export
terminal; and
WHEREAS, the State will bear considerable expense to moth-
ball the project and little present benefit will be derived by
mothballing the project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Seward, Alaska, that:
Section 1. The Governor and the Agricultural Council pursue
means to finish the project short of installing conveyors for export,
including but not limited to approaching the Kenai Peninsula Borough
to see if they would be willing to complete and operate the facility.
Section 2. The Governor and the Agricultural Council
pursue a form of compromise between a grain export terminal and
mothballing the project that would allow access to rail transported
grain in Seward.

Section 3. The Governor and the AEricultural Council
work with the City of Seward, livestock interests, and the Alaska
Railroad to see if a useful compromise can be reached.
Section 4. Copies of this resolution shall be mailed
to Governor Sheffield, Commissioner Lyon and members of our
legislative delegation.
Section 5. This resolutions shall take effect immediately
upon its adoption.
