HomeMy WebLinkAboutRes1983-009 02/09/83 LM:lm . . . ~ e CITY OF SEWARD, ALASKA RESOLUTION NO. 83-9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, IN OPPOSITION TO SB29 WHEREAS, Senator Vic Fischer has introduced a bill, referred to as SB 29, which would change the date of all municipal elections from the first Tuesday in October to the first Tuesday in May; and WHEREAS, the effect of SB 29 would be to remove the right of all municipalities, including Home Rule municipalities, to set another date for its elections by ordinance; and WHEREAS, it is the opinion of this body that the right to establish a date for municipal elections should be vested in the municipality; and WHEREAS, an undue burden would be placed on the City Clerk's office if the municipal election process were to begin in February along with the initial stages of the annual budget process; and WHEREAS, a new councilmember, elected in May, would be required to vote on the adoption of a budget prepared by the outgoing Council; and WHEREAS, voter turn out in fishing communities would be adversely affected if elections were held in May; and WHEREAS, a high influx of seasonal workers in some communities could result in a distorted vote if these transient residents participated in the May election; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seward, Alaska, that: Section 1. The Seward City Council opposes any action by the State Legislature which would mandate a change in the date of municipal elections. Section 2. A copy of this resolution shall be forwarded to Governor Sheffield, Senator Fischer and the City's legislative delegation in Juneau. Section 3. This resolution shall take effect immediately upon its adoption.
